Albany County seeks proposals for respite care services for RTA youth (ages ****) and PINS youth (ages ****). Services must include 24/7 crisis overnight respite. Proposers must comply with NY regulations, provide background checks, and coordinate discharge planning. RTA youth per diem rate is ****; PINS youth uses MSAR. Proposals are due by 4:30 PM on October 16, 2026.
Proposals must be received no later than 4:30 p. m. on Friday, October 16, 2026, at the specified address or via electronic submission.
RTA youth is paid at a per diem rate of **** per calendar day. PINS youth uses the maximum state aid rate (MSAR) per calendar day.
Proposals shall be evaluated based upon: experience providing respite or youth/family crisis services (35%), agency's proposal answering requirements and understanding of the population (30%), demonstrated ability to collaborate (20%), and cost proposal/budget justification (15%).
Proposers must provide a statement of qualifications, including firm history, staff experience, and experience with the juvenile justice population.
Proposals that are conditional will not be accepted, and failure to satisfy county investigations may lead to rejection.
