TDEM is seeking proposals for full-service operations, maintenance, and management of its new wastewater treatment facility. Key requirements include 24/7 staffing with certified personnel, response within 45 minutes, provision of service trucks, and adherence to all federal, state, and local laws. A mandatory pre-proposal meeting and site tour will be held on July 28, 2026. Proposals are due by August 19, 2026. The contract term is from award date until August 31, 2027, with options for three one-year renewals. Evaluation will be based on best value.
Proposals must be received by August 19, 2026, at 2:00 PM CT.
Payment shall be made within thirty (30) days after acceptance of goods and/or services and receipt of invoice, whichever is later, and according to the agreed upon schedule.
TDEM will select the successful respondent that is determined to provide the best value to TDEM based on the published evaluation criteria and its final ranking.
Respondents must be qualified and capable of providing full-service operations, maintenance, and management for the wastewater treatment facility. Specific personnel qualifications are detailed in the RFP.
Contractor shall be liable for fines or civil penalties imposed by a regulatory agency for violations of effluent quality requirements due to negligent operation.
A mandatory pre-proposal meeting and site tour will be held on July 28, 2026, from 10:00 AM to 12:00 PM CT. Failure to attend will result in disqualification.
