Purchase of white and yellow waterborne high build traffic line paint. Award is limited to suppliers approved in Penndot Bulletin 15. Suppliers must bid paint formulas approved in writing by Penndot prior to bid opening. Bidders must submit bid pricing via Attachment A (Excel format). Required documents include Attachment A, State of Manufacture Chart, Worker Protection and Investment Certification Form, and Supplier Information Form. Delivery is FOB destination to Philipsburg, PA. Paint shall be supplied in 275-gallon polyethylene IBCs. Suppliers are responsible for retrieval of empty IBCs. Inquiries due by July 15, 2026, 10:00 AM EST. Bid opening is virtual via Microsoft Teams on July 21, 2026, at 10:00 AM EST.
Delivery shall be made FOB destination to Penndot, District 2 Centre County located at **** Port Matilda Highway, Philipsburg, PA **** are accepted Monday through Friday between 7:00 AM and 12:00 PM, excluding state holidays, unless other arrangements are approved.
The PA Office of the Budget has initiated an e-invoicing program that enables vendors to submit invoices via email. Guidelines are available on the e-invoicing website.
All paints and materials furnished under contract shall have a minimum shelf life of nine 9 months. The department will return any material that does not perform as intended within nine 9 months for replacement by the manufacturer within twenty 20 days.
Award will be made to the lowest responsive and responsible bidder.

The supplier shall reimburse the department for any cleanup cost incurred due to IBCs that are leaking or damaged at the time of delivery.
Obtain two 2 verification samples (1 pint each) from each batch used for Penndot shipments. One sample forwarded to LTS for verification testing. The supplier shall retain one 1 pint for six 6 months.
Bids may be rejected for failure to complete and return required documents. Failure to return Attachment A or to return it without bid pricing will result in the bid being rejected.
