Sealed bids are due by 2:00 PM local time on August 20, 2026, for storm sewer repair in Clayton, Delaware. The project involves repairing approximately 3,530 linear feet of storm sewer mains using trench replacement and CIPP methods. A non-mandatory pre-bid meeting is scheduled for August 3, 2026. Bidders must submit a bid security of at least 10% of the bid amount. The contract will be awarded to the lowest responsible bidder. Bids cannot be withdrawn for 60 days after opening.

The owner shall, within thirty 30 days of presentation of a recommendation by the engineer, and if payment is recommended by the engineer, pay the contractor the amount approved by the engineer. The owner shall retain five 5 percent of the amount of payment due the contractor.
The contractor shall remedy any defects due to faulty materials or workmanship, and pay for any damages to other work resulting therefrom, which shall appear within a period of 1 year from the date of the certificate of substantial completion.
The contract will be awarded to the lowest responsible bidder whose evaluation by the owner indicates to the owner that the award will be in the best interest of the project.
Only bids submitted by firms considered by the owner to be qualified to successfully undertake and complete the project in a timely manner will be considered responsive. Each bidder must be prepared to submit, within five 5 days of the owners request, written evidence to demonstrate bidders qualifications.
Contractor shall pay owner five hundred dollars **** for each day that expires after the time specified for substantial completion until the project is substantially complete. After substantial completion, contractor shall pay owner two hundred and fifty dollars **** for each day that expires after the time specified for completion and readiness for final payment.
A non-mandatory pre-bid meeting will be held at the Town of Clayton Town Hall on August 3, 2026, at 10:00 a. m. local time.
Any questions regarding the meaning or intent of the contract documents shall be submitted in writing to the engineer at least five 5 days prior to the scheduled date for opening of the bids.
All contractors or subcontractors who are listed on the Huddol consolidated list of debarred, suspended, or ineligible contractors are ineligible to bid. All bids submitted by a debarred contractor or subcontractor will be rejected.
