Oregon Buys - Douglas County School District # 4 - Roseburg - Or - Agency Bids & RFPs

Proposals must be received by 2:00 PM PT on August 18, 2026. Late proposals will not be accepted or considered.

Payments are due within thirty (30) days after the district's receipt of the consultant's monthly invoice. Unpaid undisputed amounts after sixty (60) days may result in suspension of services.

The evaluation criteria include experience designing similar education facility renovations (40 points), subconsultants and key personnel qualifications (10 points), past performance and references (20 points), availability and familiarity with project conditions (15 points), proposed cost of services (10 points), and cost management approach (5 points).

Proposals must include the proposer's name, address, telephone number, fax number, and email address; years in business; names of key personnel; experience of project team; experience in successful completion of similar projects; list of clients with contact information; statement of required insurance coverage; and a signed certification of nondiscrimination.

Consequences for failure to perform include reducing or withholding payment, requiring additional work at the consultant's expense, or declaring a default and terminating the agreement.

The district does not currently anticipate holding a preproposal conference, but reserves the right to schedule one if deemed necessary.

Solicitation protests must be received by 4:30 PM on July 30, 2026. Protests of the contract award must be received by September 2, 2026, 12:00 PM.

Proposals that do not adhere to all terms and conditions of the RFP or are otherwise nonresponsive will be rejected or given a lower rating. Failure to provide requested supplemental information promptly will result in the proposal not being considered.
