The solicitation is for
travel management services for the U. S. Consulate General Hong Kong. The contract is a firm fixed price, one-year base period with four one-year option periods, starting July 1, 2025. The government will pay a transaction fee per transaction, as per attachment 3. The contract includes all necessary materials, equipment, labor, overhead, profit, and general liability insurance. A minimum net of 20,**** or local currency equivalent will be ordered during the contract period. The maximum amount of all transactions shall not exceed USD 1,300,**** or local currency equivalent. Value added taxes are not included in the price. The Department of Labor has waived DBA insurance for certain countries. The successful contractor will be required to purchase DBA insurance for all U. S. citizens or residents and individuals hired in the U. S. , regardless of citizenship, host country nationals, and third-country nationals working under this contract. The contract includes detailed service requirements, including
travel reservations, ticket issuance, lodging, rental car services, visa assistance, and advice regarding health requirements. The contractor must comply with the mandatory government program for air
travel, the city pair program (CPP). The contractor must offer the lowest available fare that complies with the agency's mission requirements and the mission
travel policy. The contractor must also provide lodging reservation services, and endeavor to obtain government rates when available. The contractor must provide environmentally sustainable measures such as offering
travelers the option to book train
travel for trips under 250 miles to encourage carbon savings.
