This is a sources sought synopsis, not a solicitation, to determine potential sources for information and planning purposes only. The purpose is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total small business set aside, and by identifying contracting and subcontracting opportunities. The government anticipates the establishment of a firm fixed price contract to procure flywheel modules for the US Air Force. Interested parties should respond to this notice if applicable and identify their small business status to the identified NAICS code. They should also provide any anticipated teaming arrangements, along with a description of similar services offered to the government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.

This is a combined synopsis and solicitation for commercial items. The Naval Undersea Warfare Center Division, Newport intends to purchase circuit card assemblies. The solicitation is a 100% small business set-aside. Offerors must have an active registration in SAM and a valid JCP certification to access the technical specifications. Quotes must be submitted electronically via email to ***@***. *. * and ***@***. *. * by July 8, 2025, at 2:00 PM Eastern Standard Time. The contract includes options to buy additional items at 6-month intervals. Delivery must be received by November 14, 2025. Award will be made on a lowest price technically acceptable basis. The government's method of payment will be electronic payment via Wide Area Workflow (WAWF). The US Air Force is seeking quotations for the spare buy of a circuit card assembly. Interested vendors must submit a source approval request (SAR) package to the source development, small business office. A firm fixed price contract is contemplated. Delivery is required by December 30, 2025. Questions must be submitted in writing via email. Offerors must specify their business type (large, small, etc. ) and US or foreign ownership. An ombudsman is available to hear concerns during the proposal development phase. Electronic procedures will be used for this solicitation. No telephone requests.

The government is not responsible for acts of God or normal depreciation. Invoices must be submitted when all tasks are completed. All US DOD military operators must have a valid US driver's license. The contractor must provide points of contact with names, business address, phone numbers, and hours of operation, including arrangements for contacting them after normal business hours. The government reserves the right to make an award solely on initial quotes received. Quotes must contain all requested line items. All materials must be delivered on the specified date. No partial deliveries will be accepted. Associated prepaid shipping costs must be identified in the quote. Quotes should be valid for 90 days. Offerors must complete FAR **** or **** and **** or **** will be accepted via email up to 48 hours after the posting of the RFQ. No phone questions will be accepted. The deadline is necessary to ensure timely award.
