The Navajo
Division of Behavioral and Mental Health Services (DBMHS) is seeking proposals from qualified
marketing consultants to enhance its public presence. The selected consultant will be responsible for refreshed branding, a redesigned website, culturally competent multimedia advertising, and compelling content. Proposals are due Friday, August 8, 2025, at 5:00 PM MDT. Four proposals (1 original and 3 copies) must be submitted to the address listed. Respondents are responsible for any costs incurred in preparing and submitting the proposal. Questions regarding the procurement must be submitted in writing to the Senior Public Information Officer by Wednesday, August 6, 2025. The consultant will work with vendors on production and dissemination of materials and will comply with program deadlines and media outlet deadlines. The consultant must include estimated costs for print, radio, and display/digital advertising in the cost proposal. Travel expenses will be in accordance with federal GSA rates. The consultant must provide a current certificate of liability insurance. The consultant may be requested to travel to DBMHS events for
marketing and media purposes. Navajo preference will apply. Consultants should indicate if they are Navajo Nation priority one or two vendors. The proposal must be organized and indexed in a specific format, including a letter of transmittal, statement of qualification, proposal on contract approach, and proposed cost (in a separate envelope). Evaluation criteria include proposal organization, statement of qualifications, proposed contract approach, and proposed cost. Failure to provide requested information may result in disqualification. All proposals must be endorsed by a responsible official. The Navajo Nation is a sovereign government and all contracts will comply with Navajo Nation law, rules, and regulations, including the Navajo Preference in Employment Act, and applicable federal law, rules, and regulations. The courts of the Navajo Nation will have jurisdiction over any disputes. The contents of a successful proposal will become part of the contract upon award. DBMHS reserves the right to negotiate additional provisions. The Navajo Nation is not bound to enter a contract and may issue a subsequent RFP. All documents submitted become the property of the Navajo Nation and will not be returned.
