The project involves repairing fences at Stilwell Park, Kadena Air Base, Okinawa, Japan. The contractor is responsible for all field investigations, surveys, plans, labor, supervision, materials, equipment, supplies, transportation, third-party services, and other work necessary for the construction. The project has a specific period of performance (163 or 103 calendar days, depending on the option chosen), and the contractor must complete all work, including submittals, government reviews, material procurement, and final cleanup, by the completion date. The contractor must coordinate a preconstruction conference within 14 calendar days of receiving the Notice of Award. The contractor must also comply with all applicable codes, industry standards, and environmental regulations, including asbestos and lead-based paint compliance. Additional documents, such as the Environmental Protection Plan (Epp), and safety data sheets (SDS) are required. The contractor must also provide construction signs, storage areas, and coordinate utility outages. The project requires a prefinal inspection and a final inspection. The contractor must provide a detailed schedule with updated dates for the phasing outlined in the project phasing schedule for discussion and concurrence.

Bidders must submit bids by August 12, 2025, at 2:00 PM Alaska time, either in person at the Chugach North Campus Building N1 front desk or by email to ***@***. *. * and ***@***. *. * bids must be valid until September 30, 2025, at 5:00 PM Alaska time. The project requires a bid bond of 10% of the bid amount, or a certified check payable to Chugach Electric Association, Inc. The successful bidder must begin work within six months of the Notice to Proceed (NTP) and complete the project by January 19, 2027. Additional documents required include an MS Project format schedule, company organizational chart with resumes of key personnel, acknowledgement of addenda, bid sheet, bid schedule PDF and Excel file, list of subcontractors with service descriptions, list of assumptions, exceptions, and qualifications. A prebid conference is scheduled for July 17, 2025, at 10:00 AM Alaska time at the Chugach North Campus Building N1 North Gridwood Conference Room. Questions regarding the bid documents must be submitted by July 24, 2025, at 12:00 PM Alaska time, and answers will be returned by July 31, 2025, at 5:00 PM Alaska time. If the winning bid exceeds $2,000,****, the NTP will be delayed pending Chugach Electric Association's board approval. The contractor is responsible for all material logistics, manpower, including equipment to and from the work site. The contractor must obtain all necessary permits. Liquidated damages of $1,000 per day will apply if the contractor fails to meet the required completion date. Written releases of liens are required. The contractor's workmanship will be warranted for two years following Chugach's acceptance of the project completion documentation. The contractor shall furnish all material required for the project that is not indicated on Chugach's material issue form. Chugach must approve all contractor-furnished material prior to installation. The contractor shall secure locates and assume responsibility for damage to any and all overhead and underground facilities. Construction of this project will involve work on or around energized equipment. Outages will be granted based on the requirements contained in section 3. 3 in the special provisions of the bid documents. Payment for contractor work is accomplished through use of a construction completion report (CCR) prepared by Chugach's site representative and signed off by the contractor's representative. Total payment is made on actual units completed, not on estimated units stated in the bid documents unless otherwise stated in writing. Chugach reserves the right to define and waive irregularities, to accept or reject any or all proposals/bids, in whole or in part, and to reissue, withdraw or cancel the solicitation/project in its entirety for any reason including its subsequent determination to perform the work in-house without liability of any type to bidder, including but not limited to any costs associated with bid preparations and submittal. Bidders shall identify any exceptions to requirements in the bid package. The nature and extent of any exceptions may influence the bid award.
