The
Texas Parks and Wildlife Department (TPWD) is soliciting bids for refuse and
trash collection services at the Barton Warnock Visitors Center. The initial contract term is from September 1, 2025, to August 31, 2027, with an option to renew for three additional one-year terms. Respondents must quote line items 1 through 6, and are encouraged to quote all line items. Bids are due by 2:00 PM CST on July 17, 2025. Additional information, including specifications and terms and conditions, are attached. Bidders are encouraged to attend a pre-bid site visit. Minimum qualifications include three years of experience in providing similar services. Bidders must submit a completed company profile (Exhibit A) and past projects with references (Exhibit B). TPWD reserves the right to award the contract based on low line-item bid, low total of line items, or any other combination that serves the best interest of the state, and to reject any and all bid items at its sole discretion. Detailed invoicing and payment procedures are outlined in the document. The bid must be submitted in a sealed envelope, clearly marked with the IFB number and deadline. The bid must be signed and dated. The respondent must certify that neither it, nor its holding companies or subsidiaries, is listed in certain sections of the 2019 and 2021 National Defense Authorization Acts, or owned by the government of a country on the U. S. Department of Commerce's foreign adversaries list, or controlled by any governing or regulatory body located in a country on the U. S. Department of Commerce's foreign adversaries list. The bidder must also certify that it has not given, offered to give, or intends to give any economic opportunity, future employment, gift, loan, gratuity, special discount, trip, favor, or service to a public servant in connection with the submitted bid. The bidder must also certify that it has not received compensation for participation.
