This is an Invitation for Bids (IFB) from the Texas Parks and Wildlife Department (TPWD) for exterior painting services on the stucco walls of the park complex superintendent's residence and shed at Devils River State Natural Area Dan Hughes Unit. The scope of work includes surface preparation, wood repairs, painting, and protection for approximately **** sq ft residence and 500 sq ft shed. Bidders are strongly encouraged to visit the site. The contract term begins upon notice to proceed and ends upon completion and final acceptance. The bid opening date is May 19, 2026. Bidders must submit Attachment D (Contractor's Qualifications Form) and Attachment E (Bid Schedule). Failure to manually sign the bid page will disqualify the bid. The contract may be extended due to changes or unforeseen delays. Bidders must demonstrate at least three successful projects of similar size, scope, and complexity within the past five years. The contractor must provide a one-year warranty on labor and materials. Work hours are Monday through Friday, 8:00 am to 5:00 pm, unless otherwise scheduled. The project completion deadline is July 31, 2026. Invoices are to be submitted to Accounts Payable with a copy to Teresa Kay. Payment is typically made within 30 days of invoice receipt and service acceptance. Liquidated damages may apply for failure to complete work within the agreed timeframe.
The project will be completed no later than July 31, 2026. This period includes material procurement and deliveries.
Payment normally will be made to the contractor within 30 days after receipt of a properly prepared invoice or the receipt of and the acceptance of services ordered, whichever is later. State agencies are required by state law to pay properly submitted invoices within 30 days or the contractor may charge a late payment fee established by law.
The contractor shall extend a warranty of one year from the date of final acceptance for labor and materials. Manufacturers standard warranty shall also apply.
An award will be made on an all or none basis to the bidder whose bid is considered to provide the best value to the state of Texas.
Contractor must show evidence of at least three successful projects of similar size, scope and complexity to that described in this IFB as judged by TPWD in order to be considered for award. This experience must have occurred within the past five years.
If contractor cannot perform the work within the timeframe stated, contractor may be subject to liquidated damages of up to five hundred and no/100 dollars (****) per week.
Prospective bidders are strongly encouraged to visit the site to become thoroughly familiar with site conditions. Site visits must be scheduled in advance with Jason Hairston.
