The Office of the Governor of Texas (OOG) is seeking proposals for statewide cost allocation plan services. The primary term of the contract will commence on the effective date and terminate on August 31, 2027, with the possibility of renewal for up to three additional twelve-month periods through August 31, 2030. The deadline for submission of proposals is March 24, 2026, at 2:00 PM CT. The OOG will evaluate responses based on company information, financial responsibility, experience, qualifications, references, proposed work plan, and compensation and fees. The contractor must dedicate a U. S. -based account manager to oversee all activities of the contract. The OOG may require the contractor to provide all necessary work products to ensure account transition no later than 30 days after requested by the OOG.
The statewide cost allocation plans are due to the DCA by May 28, 2026, for the plan in use for the fiscal year ending August 31, 2027. Final fixed and full cost allocation plans for the plan in use for the fiscal year ending august 31, 2027, anticipated to be due to dca by may 28, 2026, to be submitted by the contractor.

The OOG will evaluate responses using weighted scoring criteria, considering overall best value. The oog will evaluate responses using the following weighted scoring criteria, subject to overall best value considerations as authorized by law.
The OOG will review the qualifications, experience and resources of each respondent. The maximum contract amount will be determined at the time of contract award. The oogs maximum liability to the contractor, in consideration for the full, satisfactory and timely performance of all its duties, responsibilities and obligations as set forth in the contract or arising out of any performance as the result of this solicitation, shall not exceed amount to be determined at time of contract award maximum contract amount for the initial performance period beginning effective date.
