The Army Contracting Command intends to award a sole-source contract for the procurement of commercial licenses for ANSA epilysis software, including maintenance and support. The contract includes a 12-month base year and two 12-month option years. The sole source award is justified under FAR ****, as only one responsible source can satisfy agency requirements.

The tender is for custodial services at the Pohakuloa Training Area, with services including cleaning restrooms, kitchens, removing trash, cleaning windows, vacuuming carpets, sweeping and mopping floors, buffing, dusting, scrubbing walls, and cleaning upholstered furniture. The contract is a firm fixed price (FFP) type. The contractor is responsible for providing all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and nonpersonal services necessary to complete the requirements. The government will not exercise any supervision or control over the contract service providers. The contractor must comply with all applicable federal, state, and local laws, regulations, directives, and other requirements. A schedule of services must be provided to the contracting officer ten workdays prior to commencing work. The contractor must maintain an adequate workforce for the uninterrupted performance of all tasks. The contractor must attend a post-award conference and periodic progress meetings. The contractor must provide a phase-in/phase-out plan within ten business days of contract award. Additional documents, such as a list of cleaning products, safety data sheets (SDS), and a spill plan, must be submitted to the contracting officer or designated representative.

The Nashville District, U. S. Army Corps of Engineers anticipates a requirement for a fixed-price requirements contract with a base and four option years for operation and maintenance services at J. Percy Priest Lake. The contract covers mowing, cleaning, janitorial, and other maintenance services at the lake's recreation areas. All work will be ordered by individual task orders. The contractor must submit a quality control plan, list of quality control inspectors, contractor representatives, emergency contacts, operators, certificate of insurance, and other required documents prior to the pre-work conference. The contractor is responsible for obtaining any necessary licenses and permits. Employees must wear standardized uniforms. The contractor must comply with all federal, state, and local laws and regulations. The government will provide utilities for specified work. The contractor is responsible for maintaining the schedule of services regardless of inclement weather. The contractor must report all accidents to the contracting officer's representative (COR) immediately. All instances of damage to government materials, supplies, property, or equipment shall be reported to the COR immediately. The contractor shall cooperate with government personnel to safeguard government property. The contractor will be notified of work via task orders. Sufficient qualified personnel must be provided to perform the specified work. Employees, technical personnel, subcontractors, and consultants must have the education, experience, or knowledge evidenced by licenses, certificates, diplomas, etc. to comprehensively understand the systems, components, equipment, vehicles, and facilities serviced, operated, maintained, repaired, renovated, or constructed under this contract. The contractor shall comply with all federal, state, and local environmental laws, regulations, and standards. The contractor shall provide a written response on the CDR form within 24 hours of issuance, identifying the cause and corrective action taken, and actions to prevent recurrence. The contractor or their authorized representative shall report each workday to discuss contract work items. The government will monitor the contractor's performance in each functional area using a quality assurance surveillance plan (QASP). The contractor must prescreen candidates using the Everify program. The contractor shall report all accidents to the contracting officer's representative (COR) immediately. The contractor shall maintain accurate records of all accidents in the manner and on the forms prescribed by the COR. For property damage accidents of $2,000 or more, the contractor shall complete and submit a copy of ENG Form **** to the COR. The contractor shall maintain an OSHA 300 log of on-the-job injuries and first aid treatments. The contractor shall be responsible for repair costs caused by negligence. The contractor shall participate in semiannual show-me key inventories. The contractor shall provide a list of employees, their address, telephone contact information, and nationality of all employees who may perform work under this contract. The contractor shall notify the COR of any personnel changes and provide an updated list within two workdays. The contractor shall ensure that reasonable precautions are always taken to protect the public where work is being performed. The contractor shall immediately report to the COR any potential hazards found by his employees on the project. The accident prevention plan shall include procedures to be taken to provide for public safety. The contractor shall not allow any persons, except employees, into work areas that are not otherwise open to the public nor shall the contractor transport in contractor work vehicles any persons, except employees, during times the contractor is on the project performing work under a task order.
