Bids must be received by 2:00 PM local time on August 14, 2026. Late bids will neither be considered nor returned.

Vendors are advised that a minimum of thirty (30) days is required to process invoices for payment. Knox County utilizes purchase orders or the Knox County credit card (Visa) for payment.

Contractor warrants that all items delivered and services rendered shall conform to specifications and be fit for the particular purpose purchased, of merchantable quality, good workmanship, and free from defects. Contractor extends all warranties allowed under the UCC.

Award will be made to the most responsive, responsible bidder meeting specifications which presents the product or service that is in the best interest of Knox County. Award will be based on best value, which includes initial cost, service quality, and other factors.

Minimum requirements to participate include: a minimum of three (3) years of experience supplying similar products to school districts, must be a commercial provider and/or dealer of shoes and apparel, must have a public store front within the corporate boundaries of Knox County.

Penalties for failure to perform may include: payment for items bought from other sources, termination of contract, suspension from future business, legal action and civil penalties, and criminal action.

Upon request of Knox County Procurement Division, vendor must furnish uniform samples, color charts, and patterns available within ten (10) days at no charge to Knox County. Samples will not be returned.

Any protest or questions regarding the specifications or bidding procedures must be received in the Procurement Division by 4:30 PM local time on July 31, 2026.

Failure to comply with declarative statements, failure to complete bid forms, failure to submit required certifications, unauthorized contact with Knox County representatives, or submitting bids not equal to specifications without authorization may result in disqualification.

The period of performance includes one base year and four option years, with the base period starting on 08/01/2026 and ending on 07/31/2027.

Invoices will be sent after the service period and will be processed in accordance with the Prompt Payment Act. Scanned or electronic images of invoices are acceptable.

All work, including labor and materials, will be guaranteed for a period of one year from the date of acceptance.

The government will award the contract to the responsible quoter whose quotation represents the best value to the government, considering price and other factors. Technical and past performance are combined and are significantly more important than cost or price.

Quoters must provide staffing qualifications, including resumes of key personnel, and a detailed list of proposed landscaping equipment. Proof of insurance and relevant certifications/licenses are also required.

Work not meeting contract requirements will cause the contractor to rework at no cost to the government.

A mandatory pre-quotation site visit will be held on June 25, 2026, at the Aviation Operations Center (AOC) facility located at **** Horizon Drive, Fort Worth, TX **** is required for quotation submission.

Questions regarding the RFQ are to be submitted no later than July 02, 2026, at 9:00 am EST.

Quotations submitted by quoters who did not attend the mandatory site visit will be deemed nonresponsive and will not be considered. Noncompliance with instructions may be treated as a risk and grounds for elimination from award consideration.
