The solicitation opens on July 11, 2025, and closes on July 25, 2025. Applicants must review the solicitation and application template thoroughly. Technical assistance office hours are scheduled for July 15, 2025, at 1:00 PM EDT. Questions are due by July 16, 2025, at 5:00 PM EDT. A QA document will be posted on July 18, 2025. Applicants must be qualified through an online pre-qualification process. Eligible entities include private companies, local governments, tribal governments, nonprofits, cooperatives, utilities, and public-private partnerships. Eligible costs include make-ready, design, engineering, permitting, network equipment, fiber cabling, facilities, construction, customer installations, and incidental overbuild costs. Ineligible costs include operating expenses, short-term leases, interest payments, and certain fees. Matching funds of at least 25% of the total project cost are required, with up to 60% in-kind contributions allowed. Applicants must select project service areas (municipalities) and confirm compliance with Build America, Buy America, environmental, and historic preservation requirements. A detailed network design is required, including GIS data, and must meet performance requirements. Tribal engagement is required if crossing tribal lands. Applicants must submit a complete application with all required information and documentation. LEO satellite providers have specific payment provisions. All applications are subject to public disclosure, with limited exceptions. A funding agreement is required for awarded applicants.
