Cable television services must commence no later than seven 7 days after the effective date and shall be prorated if not provided on the first of the respective month.

The monthly service fee is a firm, fixed monthly fee that will be charged by the contractor to fully compensate the contractor and, if applicable, supporting subcontractors, for the costs of all of the contractors inhouse services, goods, and administrative expenses required to complete work under the contract.

Except as expressly set forth elsewhere in this contract, neither party makes any representations or warranties, express or implied, and specifically disclaims any representation or warranty or merchantability or, fitness for a particular purpose, or any warranty arising by usage of trade or course of dealing.

The OOG will evaluate responses using the following weighted scoring criteria, subject to overall best value considerations as authorized by law: proposed solution (35%), experience (20%), response content (20%), and compensation sought (20%).

The OOG will review the qualifications, experience and resources of each respondent, and each respondents past experience in servicing accounts of similar type and scope as required by the OOG, as provided in tabs 4, 5, and 6 of the response.

The contractor bears all risk or loss of damage due to 1 defects in deliverables 2 unfitness or obsolescence of deliverables and 3 the negligence or intentional misconduct of the contractor or its employees, agents, or subcontractors.

The response due date is July 08, 2025, no later than 2:00 PM CST.

The monthly service fee is a firm, fixed monthly fee charged by the contractor to fully compensate for all services and expenses. Reimbursables are purchases made and external expenses incurred by the contractor on behalf of EDT, which must be pre-approved in writing by the OOG/EDT.

Responses will be evaluated using weighted scoring criteria: Company Information and Financial Responsibility (10%), Experience, Qualifications, and References (20%), Response Content and Responsiveness (15%), Methodology of Plan of Action (30%), and Compensation Sought (25%), subject to overall best value considerations.

Account staff must have a Bachelor's degree in business administration, economics, public administration, planning or program design or related fields, with at least two years of direct experience in business and economic development or a related field. They must be proficient in English and Hebrew and demonstrate computer literacy.

Failure to comply with reporting requirements may be grounds for termination of the contract for reason of default.

The anticipated start date for the contract is September 01, 2026. The primary term of the contract will terminate on August 31, 2027.

The contractor will be compensated with a monthly service fee. Reimbursables are separate and must be preapproved in writing by the OOG. A monthly accounting of expenditures, including the monthly service fee and reimbursables, is required.

Proposals will be evaluated using weighted scoring criteria including company information, experience, qualifications, references, response content, responsiveness, proposed solution, and compensation sought. Phase II involves strategy and planning, creative presentation, and oral presentation. The award will be based on overall best value.

Respondents must demonstrate the ability to provide the deliverables specified and fully understand the Travel Texas program, organization, mission, and targeted audience. Qualifications include experience in public relations and marketing, social media strategy, and travel trade relations.

Liquidated damages may be assessed for failure to comply with reporting requirements, at a rate of $50 per calendar day the report is overdue. The OOG may also begin default proceedings.

The deadline for respondent submission of questions is June 01, 2026. The OOG's response to questions will be posted on June 08, 2026.

Failure to comply with reporting requirements, including timely submission of reports, may lead to liquidated damages or default proceedings. Not meeting performance standards and timelines can result in these penalties.

The maximum contract amount for the initial performance period is $300,****.
