This notice pertains to the procurement of supplies and services for the U. S. Navy Tactical Combat Training System Increment II (TCTS II) and the U. S. Air Force equivalent P6 Combat Training System (P6CTS). The requirement includes range tethered and untethered air combat training with secure air-to-air and air-to-ground data links. TCTS II encompasses airborne, ground, remote range unit, and portable support equipment subsystems, providing encryption, an enhanced threat environment, and platform interfaces. It operates on fixed ranges and in portable configurations, offering autonomous, rangeless tactical training and interoperability with existing infrastructure. To participate, offerors must have their cross-domain solutions on the Cross Domain Solution Management Office (NCDSMO) list for Raise the Bar (RTB) 1. 2 or higher. Additionally, offerors must provide a signed letter from the National Security Agency (NSA) confirming that the end item cryptographic unit (ECU) they plan to integrate is certified to protect collateral secret or above data. Only vendors who have successfully completed the DD Form ****, Military Critical Technical Data Agreement, and received government approval are eligible to receive the draft RFP. Comprehensive details will be provided in the official solicitation document. A technical library will be established for access to relevant documents, and an access request form (DD Form ****) is provided for early vetting. The government makes no commitment to issue a solicitation, award a contract, or assume costs incurred by interested parties. The anticipated contract award date is the fourth quarter of Fiscal Year 2026 (Q4 FY26). Feedback on the final RFP is requested using the attached sample feedback request form.
