The City of Philadelphia is requesting quotes for shuttle
bus services within the city, to occur on or after 07/21/2025. The services will be used by public health, air management, and environmental health employees and designated individuals to augment mass transit services. A firm start and end date, and service minimums are not guaranteed. Shuttle
bus loop services are required Monday through Friday, excluding holidays, during morning and late afternoon shifts, with capacity for at least 20 individuals per shuttle. Pickups and drop-offs will occur at specified locations. Shuttles must be staffed with licensed drivers, and licenses/certifications must be provided to the city prior to service use. Exclusive ridership is for public health, air management, and environmental health designated riders. An ADA lift is required. The operator company must provide a 24/7 point of contact to communicate operational needs. The ability to order/cancel
bus services with as little as 4-hour notice, and to add/subtract
buses based on operations, is required. The ability to cancel reservations in entirety is also required. The bid will be awarded as a whole or by line item, whichever is in the best interest of the city, to the lowest responsive and responsible bidder. The seller must quote all items in order to be eligible for award. Do not deliver or provide services until notified by the department. Additional documents are required (with deadlines for delivery). Participation criteria and process stages are outlined in the bid documents. There are questions to be answered prior to bidding.
