Contractor shall be paid monthly after submitting an invoice with a one-page description of services rendered. A final lump sum payment will be made for the long-term care once all animals have been transferred.
The government will award a contract to the responsible offeror whose offer is most advantageous to the government, considering technical capability, past performance, and price. Technical criteria, when combined, are significantly more important than price.
The contractor must be accredited by the Global Federation of Animal Sanctuaries (GFAS), have licensed veterinarians experienced with NHPs, and possess a facility that meets sanctuary-level enclosure requirements and GFAS standards.
Liquidated damages shall be enforced if proof of sterilization is not received within six months of animal receipt.
Protests must be served on the contracting officer by obtaining written and dated acknowledgment of receipt within one day of filing a protest with the GAO.
Proposals that reject the terms and conditions of the solicitation may be excluded from consideration. A rating below acceptable in any technical criterion will render the proposal ineligible for award.
