Courtesy review of hub subcontracting plan (HSP) June 30, 2025, 10:30 AM. Anticipated contract start date is September 01, 2025. Contract term: September 01, 2025 to August 31, 2026, with no renewal options. The agency may extend the term for up to one year as necessary. Bid pricing must be firm, fixed prices for the life of the contract. All services must be performed Monday through Friday between 8 AM and 5 PM Central Time, unless otherwise stated. Participation criteria: Bidders must meet all requirements, possess the required experience and qualifications, and have the capacity to provide the services. Process stages: Questions/clarifications, addendum, HSP review, response submission, evaluation, award. Costs incurred: Bidder is solely responsible for costs incurred in preparing and submitting a response. Additional information: Services include collecting and testing samples from
wastewater collection locations and sewersheds throughout Texas. The agency reserves the right to change, consolidate, delete or add service locations. Contractor must have the ability to measure variants-specific concentrations of SARS-CoV-2 and other infectious microorganisms, experience collecting
wastewater samples, and be able to extract genetic material and identify
wastewater concentrations for each microorganism studied. Contractor must be located in Texas and provide services statewide immediately upon contract award. Reports must be submitted weekly. Background checks are required for all personnel. Use of intoxicants or illegal drugs is prohibited. Smoking is prohibited. Contractor must wear company uniforms and identifying badges. Invoices must be submitted monthly. Disputed invoices will be returned within 21 days. Insurance requirements apply. Responses are subject to the Texas Public Information Act (PIA). Bidders must comply with all applicable federal, state, and local laws, statutes, ordinances, rules and regulations.
