Contract for cleaning, decontamination, disinfection, removal, and disposal of biohazardous materials from city facilities and vehicles. Work is on an as-needed basis. Bids are due August 5, 2026, at 11:30 a. m. and will be opened via Zoom. Electronic bids are not accepted. A bid deposit of $1,000 is required. The contract term is one year with options to extend up to three additional years. Award will be based on the lowest best value offer, with a 5% price advantage for MWBE businesses. Contractors must comply with all federal, state, and local laws regarding biohazardous waste disposal. Contractor must provide a list of cleaning agents, disinfectants, and decontamination products with SDS and EPA registration numbers. Response time to service requests is within 2 hours by phone and 4 hours on-site. Work is generally performed Monday-Friday, 7:00 am - 5:00 pm, with potential for after-hours work. All work is subject to inspection and acceptance. Contractor must maintain strict confidentiality.
Sealed bids are to be submitted in hard copy to the office of the director of purchasing, City Hall, Room 105A, Rochester, NY ****, prior to the closing date and time. The bid closing is Wednesday, August 5, 2026, at 11:30 a. m.
Prompt payment discounts allowing less than thirty (30) days for discount to apply shall not be considered as a cost factor in the evaluation of bids. In connection with any prompt payment discount offered, time will be computed from the date of receipt of correct invoice or receipt and acceptance of shipment, whichever is later.
Unless otherwise specified, the contractor shall unconditionally guarantee the materials and workmanship of all products furnished and/or services provided for a period of at least one (1) year from date of acceptance of the products delivered, installed and accepted by the city.
The city intends to award a contract to the responsive and responsible bidders whose bid is the lowest best value offer to the city on the basis of the grand total bid price. The city reserves the right to award to multiple contracts, if it is deemed in the best interest of the city.
No proposal will be accepted from or contract awarded to any person, firm or corporation that is in arrears or is in default to the City of Rochester upon any debt or contract, or that is a defaulter, as surety or otherwise, upon any obligation to the City or had failed to perform faithfully within the prior two (2) years of any contract with the City.
The contract may be cancelled or annulled by the Director of Purchasing in whole or in part by written notice of default to the Contractor upon nonperformance or violation of contract terms. The City may proceed to meet its requirements by awarding a contract to another bidder, seeking new bids, and/or obtaining products/services specified on the open market.
Samples submitted by bidders on items which they have received an award may be retained by the City until the delivery of contracted items is completed and accepted. Bidders whose samples are retained may remove them after delivery is accepted.
The refusal of the vendor, or any of its officers, directors, partners, members or agents, when called before a grand jury, to testify concerning any transaction or contract had with the state of New York, any political subdivision thereof, a public authority or with any public department, agency or official of the state of New York or of any political subdivision thereof or of a public authority, to sign a waiver of immunity against subsequent criminal prosecution or to answer any relevant questions concerning such transaction or contract, shall disqualify the vendor and such officer, director, member or agent thereof from thereafter selling to or submitting bids to or receiving awards from or entering into any contracts with any municipal corporation in the state of New York or any public department, agency or official thereof, for goods, works or services, for a period of five (5) years after such refusal.
