The Town of Brookline is seeking proposals for a comprehensive, turnkey digital kiosk program. This includes design, installation, operation, maintenance, and advertising management of interactive kiosks. Proposals will be evaluated based on system quality, proposer experience, financial value, privacy practices, and operational approach. The contract term is initially three years with two one-year extension options. Bids are due August 5, 2026, at 12:00 PM. Technical and price proposals must be submitted separately. Questions are due July 29, 2026, at 12:00 PM.
The deadline to submit bid proposals is Wednesday, August 5, 2026, at 12:00 PM. Proposals received after this date and time will be rejected.
Award, payment, and performance obligations shall depend on the availability and appropriation of funds. Discounts for prompt payment will be considered, with a minimum time for discount consideration being twenty days.
Unless otherwise stipulated, furniture, equipment, and similar durable items shall be guaranteed by the contractor for a period of not less than one year from the date of acceptance. Manufacturers' guarantees shall also be furnished.
Proposals shall be rated according to comparative evaluation criteria including quality and functionality of the kiosk system, experience and qualifications of the proposer, financial proposal and revenue-sharing structure, economic development benefit, approach to privacy, maintenance and operational plan, integration of town branding capabilities, prior experience with similar municipal programs, and references from other municipalities.
Proposers must demonstrate the functionality, accessibility, durability, and security of their kiosk systems and outline content management, privacy protections, revenue-sharing, installation, and maintenance plans. Experience and qualifications of the proposer will be evaluated.
Failure to comply with requirements, such as submitting Material Safety Data Sheets (MSDS) for toxic or hazardous substances, may result in civil or criminal penalties, including bid debarment.
The Chief Procurement Officer may require the submission of samples either before or after the award of a contract, at no charge to the town. If specifically stated elsewhere, full-size samples must be submitted no later than the official proposal opening.
Questions regarding the scope of service or availability of referenced materials should be submitted in writing to the purchasing division. Questions will be accepted until Monday, July 29, at 12:00 PM.
Failure to follow instructions, such as submitting price proposals separately from technical proposals, may result in rejection of the proposal. Failure to provide relevant information may result in a lower ranking.
