Texas Parks and Wildlife Department (TPWD) is seeking bids for a Hunter Education Instructor for Becoming an Outdoor Woman (BOW) events. The contract is for a period from September 1, 2026, through August 31, 2028, with potential for renewal. The instructor will be responsible for planning, coordinating, and facilitating BOW workshops, including scheduling other instructors, managing logistics, promoting events, and ensuring safety. Bids are due by August 14, 2026, at 2:00 PM CT. The award will be based on best value to TPWD.

TPWD will pay upon completion of each Becoming Outdoor Woman BOW workshop event. Payment normally will be made within thirty (30) days after receipt of a properly prepared invoice or receipt and acceptance of services, whichever is later.
Manufacturers standard warranty shall apply unless otherwise stated in the solicitation.
TPWD will award a contract to the respondent whose quote is considered to be the best value to TPWD, price and other factors considered. Factors may include lowest price, ability, qualifications, experience, delivery service schedule, and past performance.
Contractors must have been engaged in providing the specified services for a minimum of three (3) years. Recent startup businesses do not meet the requirements. Preferred candidates will have experience participating in at least four (4) BOW workshops and demonstrated experience in planning and delivering Texas BOW workshops or comparable programs.
Default in promised delivery or failure to meet specifications authorizes TPWD to purchase services elsewhere and charge any increased costs to the contractor. Unsatisfactory performance may result in negative vendor performance reports, corrective action plans, and withholding of payments.
Failure to sign the bid, failure to submit required documents, providing false statements, or having a contract terminated for noncompliance within the past five years may result in disqualification.
