The City of Fort Lauderdale is seeking proposals for the replacement of the beach wave wall light system with a decorative LED neon ribbon lighting system. The selected vendor will be responsible for furnishing, supplying, and delivering the system, including all associated controls, components, and materials. Shop drawings, technical support, startup assistance, testing, commissioning, and warranty services are also required. Installation of the lighting system will be performed by City personnel. Proposals must be submitted electronically through the City's online strategic sourcing platform. A pre-proposal conference and site visit is scheduled for May 28, 2026. Bidders are encouraged to attend. The deadline for proposal submission is June 23, 2026.
The work shall commence within thirty 30 calendar days of the date of the notice to proceed. The work shall be substantially completed within ninety 90 calendar days after the date when the contract time commences to run as provided in the notice to proceed. The work shall be finally completed on the final completion date and ready for final payment in accordance with this agreement within one hundred twenty 120 calendar days after the date when the contract time commences to run as provided in the notice to proceed.
A payment schedule, based on mutually agreed-upon deliverables, may be developed with the awarded contractor. Payments will be made utilizing the City's P-Card (Mastercard or Visa).
The proposed lighting system shall include a minimum manufacturer warranty period of five 5 years from the date of installation acceptance by the City. Specified ribbon lighting and all associated electronic components shall be backed by a minimum five 5 year manufacturers warranty covering defects in materials and workmanship.
Proposals shall be evaluated based on the following weighted criteria: Firm qualifications, relevant experience, and references (20%); Technical approach, project understanding, and quality of proposed lighting system (20%); Coastal/marine durability, corrosion resistance, vandal resistance, and long-term maintainability (30%); Price proposal (20%); Proposed concept, aesthetic quality, and compatibility with existing wave wall infrastructure (10%).
Proposers shall be in the business of providing exterior and outdoor architectural lighting systems for commercial, public, and/or marine environments and must possess sufficient financial capacity, technical support capabilities, equipment, and organizational resources. They must demonstrate relevant experience, including successful completion of at least three 3 similar projects in the last ten 10 years with a contract value of at least $600,000. Evidence of bonding capacity for a minimum of $600,000 is also required.
The City reserves the right to disqualify a proposer during any phase of the competitive solicitation process and terminate for cause any resulting contract upon evidence of collusion with intent to defraud or other illegal practices. Contractor performance reviews may result in ratings that make the contractor subject to penalty provisions.
There will be a pre-proposal conference and site visit scheduled for this Request for Proposal. It is strongly suggested that all bidders attend the pre-proposal conference and/or site visit on Thursday, May 28, 2026, at 10:00 AM at the Fort Lauderdale Aquatics Complex. While attendance is not mandatory, tours at other times might not be available.
Any proposer who is not recommended for award of a contract and who alleges a failure by the City to follow the City's procurement ordinance or any applicable law, may follow the protest procedure as found in the City's procurement ordinance within five 5 days after a notice of intent to award is posted on the City's website.

Failure to comply with requirements such as proposal security, payment and performance bonds, and insurance requirements may result in disqualification or forfeiture of proposal security.
