This is a Request for Quotations (RFQ) for a feasibility study concerning payload processing facilities (PPFs) for nuclear spacecraft missions. NASA requires insight into existing or planned PPFs capable of processing spacecraft with nuclear material by January 1, 2028. The facility must be located on or near Kennedy Space Center (KSC) /Cape Canaveral Space Force Station (CCSFS) and have transport capabilities. The contractor must develop a ground operations concept of flow, detail how the facility will meet specific cleanliness, planetary protection, and handling requirements, and provide documentation for hazard category 3 designation. If the PPF is not yet constructed, a detailed construction plan, schedule, risk analysis, and mitigation strategies are required. A Trade Agreement Act (TAA) with an international partner is also necessary. Deliverables include facility and hazard type documentation, construction process description, a PowerPoint presentation, ITAR version of results, monthly status telecons, and ROM prices for implementation and hazard category 3 designation.
