The response deadline for proposals is June 30, 2026, at 11:00 am.

Incremental payments shall be made to the awarded contractor based upon receipt of deliverables and progress reports that meet the expectations of the state.

The award will be made to the responsive and responsible offeror whose proposal is determined to be the most advantageous to the state based on the evaluation criteria: experience and capabilities (50 points), strategy and execution plan (30 points), and cost of services (20 points).

Offerors must be compliant with all laws governing entities doing business in the state, including general excise tax law, employment security law, workers compensation law, temporary disability insurance, and prepaid health care act. Compliance can be demonstrated through the Hawaii Compliance Express (HCE).

Failure to comply with the conditions of section ****, Hawaii Revised Statutes, during the period of the contract to perform services shall result in cancellation of the contract.

Any protest shall be submitted in writing within five (5) working days after the aggrieved person knows or should have known of the facts giving rise thereto, provided that a protest based upon the content of the solicitation shall be submitted in writing prior to the date set for receipt of offers.

The total contract cost shall not exceed $200,****, tax inclusive, for six months.

The response deadline for proposals is May 21, 2026, at 02:00 PM CT. The contract term is from the date of award through June 30, 2027, with four optional 1-year renewals.

Selected contractors shall accept multiple payments for photography services. A payment plan will be established between the ordering campus and contractor before the start of any work. Contractor must accept district issued purchase orders, district issued checks, personal checks issued by parent/guardian, or major credit cards. The bid also states that the company accepts Net 30-day payment terms.

Forney ISD shall consider the purchase price, reputation of the vendor, quality of goods or services, extent to which the goods or services meet the district's needs, the vendor's past relationship with the district, the total long-term cost to the district, and any other relevant factor. The district does not award contracts on pricing alone and reserves the right to award to the proposer who offers the best value and is in the best interest of the district.

The district intends to qualify multiple providers to meet the needs of the district. Vendors must be able to produce quality photography throughout the district for students and staff for preschool, elementary, middle, and high school levels. Vendors must also be able to provide digital photo and online ordering options.

The bid states that a proposer's violation of certain sections, such as those related to criminal history checks, shall constitute substantial failure. Forney ISD reserves the right to terminate any agreement in the event of a breach or default of the agreement by the vendor.

All questions regarding the meaning or interpretation of this proposal shall be requested within the e-bidding portal no later than 2:00 PM on May 5, 2026.
