Sealed bids are received electronically by the City of Elgin, Illinois, for the 2025 traffic signal capital improvements project. The deadline for questions is October 24, 2025, and the response deadline is October 30, 2025. The contractor must have at least three years of experience in construction, network cabling installation and/or maintenance and testing. A mandatory site visit is required, and the contractor must coordinate all aspects of the project with the site point of contact (POC). The period of performance is 12 months after contract award. The contractor must provide a commercial warranty for two years.

The contractor must have at least 3 years of experience in construction, network cabling installation and/or maintenance and testing. Key personnel must have professional knowledge of communications engineering concepts, principles, and practices, and extensive familiarity with other engineering disciplines. The contractor must be responsible for transporting all equipment to the site locations. The government may provide temporary storage. The contractor must provide a Fluke or similar printout for all fiber optic cable strands, including total loss, reflective loss, and events from two-sided testing. The contractor must provide the test results to 374 CSSCXP.
