The bid notice states that responses are due no later than 5:00 PM ET on 06 April 2026.

The contract period is five years from the effective date of award. Services will be scheduled for one day every other month for a total of six scheduled visits over a 12-month period of performance. The government may issue orders requiring delivery or performance up to and including May 1, 2026, and all orders must be completed by May 31, 2031.

The bid notice states that payment will be made by EFT (Electronic Funds Transfer) and invoices shall be submitted monthly in arrears. The VA uses a third-party contractor, OB10, for electronic invoice submission.

The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation represents the best value and will be most advantageous to the government, price and other factors considered. The evaluation factors include technical capability, qualifications, professional experience, past performance, and price.

The contractor's lithotripsy-trained radiologic technician shall be technically proficient, speak, understand, read, and write English fluently, and be licensed as a radiologic technologist with CRT certification or equivalent. Personnel assigned must be licensed in a U. S. state, territory, or commonwealth, and meet physical standards including the ability to lift and move patients, handle heavy equipment, and maintain stamina. They must also have fine motor skills, good vision, and good hearing. Contractor employees must comply with the facility's immunization policy, including the flu vaccine.

The contractor will be liable for damages should patient injury result due to equipment malfunction. Failure to complete mandatory annual training and sign the rules of behavior annually is grounds for suspension or termination of access privileges and removal from work. The contractor is liable to the VA for liquidated damages in the event of a data breach or privacy incident involving sensitive personal information.

Protests must be served on the contracting officer within one day of filing a protest with the GAO. An interested party may also file a protest with the Executive Director, Office of Acquisition and Logistics, Risk Management and Compliance Service.

The estimated total value of the contract is $20. 5 million.

The period of performance under this BPA is estimated to be from **** through 04192031. Each BPA call order will have the period of performance specified based on needs at time of each BPA call order award.

The bid notice states that payments may be made via government purchase card for orders under $10,**** or through the Treasury's Invoice Payment Platform (IPP) for orders over $10,**** but not exceeding $100,****.

The bid notice states that award shall be made to the vendor whose response package, conforming to this solicitation, is determined to be the most advantageous to the government, cost or price and the other noncost or nonprice factors listed above. Overall nonprice merit will be considered more important than price or cost.

Respondents shall submit resumes of scientists that will be analyzing the microplastic samples including education and experience in analysis of microplastics samples using current references, keys, and publications. Respondents must be established in the required services business and provide a narrative describing their capabilities. Respondents shall submit not less than two references for services performed during the past three years.

The overall not to exceed value is $100,**** for the life of the subject BPA.
