Saint Paul Public Schools (SPPS) is seeking proposals for Municipal Solid Waste (MSW) and Single Stream Recycling (SSR) services. A mandatory pre-proposal meeting is scheduled for August 13, 2026. Proposals are due by September 11, 2026. The contract term is anticipated to be three years with an option for a two-year extension. Evaluation criteria include price, experience, qualifications, equipment, customer service, and marketing plans. Proposers must submit proposals electronically via the getall platform.
Proposals are due by September 11, 2026, at 2:00 p. m.
Payment for services shall be made within thirty-five (35) days of receipt of a complete, detailed, undisputed and accurate invoice.
Proposals will be evaluated and scored based on factors including experience, qualifications, equipment, customer service, recyclable materials marketing plan, base program preferences, and price.
Proposals will be considered only from proposing firms now or recently engaged in the performance of services comparable to those found in the base program specifications.
A mandatory pre-proposal meeting will be held on August 13, 2026, from 9:00 a. m. to 12:00 p. m. at Saint Paul Public Schools, Education and Operations Services, **** Como Avenue, St. Paul, MN ****, Conference Room ****.
Questions must be submitted no later than August 20, 2026, at 2:00 p. m.
Attempts by a proposer to contact other SPPS personnel or representatives about this RFP or their proposal after the release of the RFP and before the approval of the contract by the SPPS School Board may be grounds for disqualification of the proposal.
