Proposers must demonstrate development experience with at least one comparable project involving commercial development, preferably on a coastal, waterfront, or structurally complex site, and operational experience. They must also have a minimum of 5 years experience operating a restaurant and/or food service, retail or marketplace environments, and marine fishing concessions, along with demonstrated financial capacity to finance the project.

The contractor shall begin performance within 10 calendar days and complete it within 250 calendar days after receiving award, notice to proceed.

The government shall make progress payments monthly as the work proceeds, or at more frequent intervals as determined by the contracting officer, on estimates of work accomplished.

The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. Past performance is significantly more important than price.

Offerors must be registered in the System for Award Management (SAM) database. Technical, past performance, and price factor information are required.

All questions pertaining to this combined synopsis and solicitation shall be in writing, directed to the attention of brianna wohlers, contract specialist, not later than seven 7 calendar days prior to the proposal due date.

Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.

The estimated construction cost of this project is between $250,000 and $500,000.

Proposals must be received by 5:00 p. m. mountain time on August 28, 2026.

The concessionaire must propose a franchise fee of no less than 3 percent of the gross receipts for each year of operation. An initial deposit of no less than $5,000 into the R&R account is required, with subsequent annual deposits of no less than 1 percent of gross receipts.

Proposals will be evaluated based on factors including franchise fee, resource protection, operation/maintenance, services and facilities offered, bidder experience, financial capability, and knowledge of public use area management.

Bidders must demonstrate financial capability and knowledge of managing a public use area in compliance with federal and state requirements for public health and safety. Experience in owning/operating recreation-based businesses is also considered.

Unauthorized improvements will be considered a trespass, and the concessionaire may be ordered to remove them at their expense. Failure to maintain the concession area to satisfactory levels may result in contract termination.

An open house and tour of the concession area is scheduled for August 13, 2026, at the Silos Boat Ramp. Attendance is encouraged for prospective bidders.

Questions regarding the prospectus must be submitted no later than 4:00 p. m. mountain time on August 17, 2026.

Failure or refusal to supply requested information may cause a proposal to be treated as nonresponsive and rejected. Proposals received after the deadline will not be accepted.

Responses will be received until 12:00 p. m. CST on August 7, 2026.

Submittals will be reviewed and considered in categories including cover letter, conceptual approach/methodology, experience and background, and project team level of participation. The contract will be awarded to the responsible firm whose proposal is deemed most advantageous to the City of Mobile.

Firms interested in performing the work will be considered based on a written response to this request for qualifications, including statement of registration, names and duties of individuals involved, qualifications of individuals, professional standing, experience in similar projects, experience within the local jurisdiction, community engagement experience, staff availability, list of qualified personnel, fiscal basis, and work location.

Firms must not be on the federal list of debarred, suspended, or voluntarily excluded contractors and must not be in default on any obligations due to the State of Alabama. Failure to comply with nondiscrimination clauses may result in contract cancellation, termination, or suspension.
