This notice is for planning purposes only, and is not a request for proposal. The government intends to add services to an existing sole-source contract (RTX umbrella contract) for maintenance, repair, and rebuilding of equipment, including books, maps, and other publications. The services include digitizing text and graphics for Patriot missile system manuals. The proposed performance period is one base year with four option years, from May 6, 2026 to May 5, 2031. Raytheon is the sole approved source.

The Defense Logistics Agency (DLA) is issuing a solicitation (****) to Raytheon Company to add parts to a subsumable contract under the negotiated alpha 6 long-term contract (LTC) umbrella contract (****). The parts will support the Patriot missile and other systems. Raytheon must submit a fully compliant range pricing (min/be/max) and delivery schedule proposal within 5 business days of receiving the notice. The proposal is due on or before 5:00 PM Central Standard Time (CST) on August 1, 2025. The proposal must comply with the instructions of this RFP, including all enclosures. The basic terms and conditions of the umbrella contract shall govern the contractor and government's rights and obligations. The proposal must provide ranges with economic order quantities (EOQs) while also proposing and certifying best estimated quantity (BEQ). The government reserves the right to award the most advantageous quantities and/or ranges. Raytheon shall only propose sole-source items. First article (FAT) production lot (PLT) may be required. The government contemplates firm-fixed pricing for the parts listed in enclosure 1 for 5 years. Cost data must include a working cost model with Excel formulas, and supporting documentation for all proposed subcontractors. Communications must be submitted in writing only and directly to the contract team email addresses identified on the first page of this RFP. Progress payments (FAR ****) may be included in the resulting subsumable contract if requested in the proposal.
