Offerors must provide names and business addresses of officers and directors, describe business development over the past five years, and disclose any business relationships or revenues from Fulton County. They must also disclose any past bankruptcies, injunctions, or adverse legal proceedings. Failure to fully and truthfully disclose the information required, may result in the disqualification of your bid or proposal from consideration or termination of the contract, once awarded.

Failure to fully and truthfully disclose information in the Offeror's Disclosure Form and Questionnaire may result in disqualification of the bid or proposal or termination of the contract. Failure to provide required disclosure, submit officially signed and notarized documents, or respond to all requested information can result in the bid/proposal being declared nonresponsive.

Proposals are due by Monday July 13, 2026 at 16:00 French time. No proposals will be accepted after this time.

Payment will be made within 30 days of invoice submission. Invoices should be submitted preferably by email to ***@***. *. * or by mail to the American Embassy Paris.

The contractor warrants and implies that the items delivered hereunder are merchantable and fit for use for the particular purpose described in this contract.

The government intends to award the contract to the responsible company submitting an acceptable offer at the lowest price.

The cook shall have at least a Cap Cuisine qualification or equivalent with a minimum of 2 years experience. Offerors must be registered in the SAM system.

Failure to be registered in the SAM system for award management database at the time of proposal submission may deem the offeror's proposal to be considered non-responsible.

The bid due date is July 7, 2026, at 10:00 AM. If the district is officially closed on this date, the submission deadline will be the next day the district is officially open.

Payment will be made monthly based on the number of days transportation was provided. An itemized invoice should be submitted to the accounts payable department. Payment will only be made for fulfilled contracted transportation aspects.

The contract will be awarded to the lowest responsible and responsive bidder whose bid meets the requirements of the IFB. Selection will be based on the proposer's demonstrated ability to meet district needs, with pricing serving as a primary evaluation factor.

Bidders shall make all investigations necessary to thoroughly inform themselves about the district and are responsible for conducting all necessary investigations to fully understand the district's requirements and existing conditions.

Failure to adhere to bid conditions may subject the contract to cancellation upon ten days' written notice. The original contractor will be responsible for indemnifying the district for costs incurred in obtaining a new contract and for any increase in costs of services.

The district reserves the right to reject any bid where investigation and evaluation of the vendor's qualifications indicate that the vendor may not promptly and efficiently complete the services as per the specifications.

The period of performance (POP) shall be 12 months, beginning with the latter of the date of OMB approval or the date of award. The base year is 08/12/2026 - 08/11/2027.

Payment will be made upon delivery and government acceptance. Invoices shall be submitted in arrears upon delivery and government acceptance.

When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers.

In the event of the contractor's or a subcontractor's noncompliance with the DEI clause, this contract may be canceled, terminated, or suspended in whole or in part, and the contractor or subcontractor may be declared ineligible for further government contracts.

Orders received by 2 PM EST will be delivered the next business day. Emergency orders must be delivered within four hours.

The county's standard payment terms are net 30 days. Prompt payment discounts may be offered.

The award will be based on a comprehensive evaluation including mandatory requirements, written proposal evaluation, interview, and site visit. Price is also a factor.

Offerors must be certified local small businesses registered with the LSBRP, capable of providing a full-line catalog, have an online ordering system, a dedicated account manager, and a distribution network for countywide delivery.

Failure to comply with conditions may result in refusal to accept goods. Failure to provide reports may result in a cure process.

An optional pre-submission conference will be held on July 8, 2026. A site visit evaluation is part of the award criteria for the top three ranked offerors.

Protests must be delivered to the Director, Office of Procurement, within ten days after the proposed contract award is publicly posted, or before the proposal submission due date and time if seeking cancellation or amendment.

Proposals submitted after the due date and time will not be considered. Failure to meet LSBRP requirements or submit required documentation may result in rejection. Failure to complete wage requirement forms may lead to rejection.
