The proposal submission deadline is August 11th, 2026, at 10:00 AM. The project completion is expected within 120 days, with an allowance of up to 20 days for inclement weather, not exceeding 140 days before project completion.

The award will be based on the overall quality of the plan for performing road repairs (25 points), respondent ability to perform as reflected by experience and personnel qualifications (25 points), personnel, equipment, facilities, technical, and financial resources (15 points), record of past performance (15 points), and price (20 points).

Respondents must be authorized and in good standing in their state of headquarters, capable of performing services in a timely manner, knowledgeable in the provision of services and FEMA/FHWA/State practices, and able to perform services on short notice. They must also provide evidence of experience and abilities in the specified areas, key staff resumes, an organizational chart, references, and examples of similar work.

In the event of failure to deliver services, Carter County Government may procure services from other sources and hold the respondent responsible for any resulting additional purchase and administrative costs. Breach of warranties may lead to termination of the agreement and ineligibility for contracts for up to three years, or loss of licenses for up to one year, or both.

Responses containing incomplete data will be rejected. Failure to perform services according to contract terms may lead to termination and liability for excess costs. Submitting a response certifies that the respondent is not currently debarred from participating in federal or state grant programs.

The project requires completion of all phases of the work within the contract documents. Specific completion dates are to be determined and will be detailed in the construction progress schedule.

Payment will be made based on a single lump sum contract for base bid items. Additive bid items may be added at the city's discretion. A portion of the contract price will be deducted until the original CPM schedule submittal is completed. Up to two percent of the contract price may be retained if technical manuals are not submitted by the 75 percent construction completion point.

Contractors are required to have a current license as a public works contractor in the state where the work is to be completed.

Failure to maintain the construction schedule in an approved status may result in the owner withholding a monetary penalty against the responsible contractors.

A mandatory pre-bid meeting, including a site visit, is scheduled for Wednesday, July 22, 2026, from 10:00 to 11:00 am local time at the wastewater treatment facility.

Mobilization payment is made once 10% of the contract value is completed. Contract bonds and insurance are payable with the first contract payment. Miscellaneous additional work payment is determined by article 30 of the general clauses. Testing of materials and field testing equipment payment is the actual total amount of approved bills and vouchers plus 5% for administrative costs.

A 20-year extended manufacturer's warranty is required for the optical fiber backbone cabling system, titled to the Westchester County IT Department.

The contractor must provide qualification data for the testing agency. For chain link fences and gates, the installer must have at least five years of documented experience and be approved by the manufacturer. For asphalt paving, the manufacturer must be registered and approved by the NYSDOT, and the testing agency must be qualified according to ASTM ****.
