Firms must have extensive experience with public school facilities construction projects, including at least five years of verifiable construction inspection experience on K12 California public school projects. They must also be familiar with and comply with all local, state, and federal laws and regulations, and hold current DSA certification. Contractors must hold a 'B' California contractors license and be prequalified through QualityBidders. All prospective designbuild entities will be required to comply with all the requirements in the Community Workforce Agreement (CWA) between the District and the Los Angeles-Orange Counties Building and Construction Trades Council.

A mandatory job walk is scheduled for July 13, 2026, starting at 10:00 AM at Thurgood Marshall Fundamental School. Tardiness or failure to attend the site walk will render any bid submitted by a nonattendee nonresponsive.

Responses to this RFI must be submitted no later than 3:00 p. m. Eastern Time (ET) on August 18, 2026.

Respondents should describe accounting and billing practices for invoicing parties based on actions such as storage, downloading, or using compute services, and explain if billing can be separated by action and how fees can be tracked and allocated, including options for the government to bear all or part of the costs.

Respondents should discuss their capabilities to provide the services of experienced program management, communications, business operations, and acquisition and financial management support personnel.
