This is a Request for Quotation (RFQ) for the procurement of ported ball valves. The solicitation will be available electronically, and hard copies are not provided. Specifications, plans, or drawings are also not available. All responsible sources are encouraged to submit quotes electronically in a timely manner.

This is a Request for Quotation (RFQ) for **** valves, nonpowered. The solicitation closing date has been extended to March 31, 2026. Offerors must possess a valid U. S. security clearance of confidential or higher. The resultant award will be issued bilaterally and will be a DO rated order certified for national defense use. Only sources with an acceptable quality assurance manual are eligible for award. If drawings are included, access must be requested on the SAM. gov website. Submission of DD Form **** certification data (CDRLs) is required on or before 20 days prior to the material line item delivery date. PNSY review and acceptance of CDRLs will be 6 working days after receipt. Final delivery of material will be on or before TBD days after the effective date of the contract. The material is designated as special emphasis material level I due to its critical use in a shipboard system. Refurbishment is required, including inspection, cleaning, and determination of refurbishment possibility. Parts must have visible material identification and control codes. Reusable parts may be utilized if properly marked and material certifications are available. Non-usable parts must be replaced with required certifications. Refurbishment must be in accordance with specific NAVSEA drawings. Material for parts requiring certification includes specific grades of SAE AMS **** for balls and MD71 GG MEARTHANE graphite filled urethane for seats. Ball outside diameter may be reworked to a minimum of **** inches. Seats must be manufactured to meet drawing requirements. Certifications are required for specific tests, including non-destructive tests, performance, and acceptance. Ball spherical surface waviness must not exceed **** inches per inch of spherical surface. Teflon coating must be in accordance with general note 8 of drawing **** or brazing must be in accordance with specified standards, and personnel and procedures must be qualified. A visual inspection of the finished seat is required. Seat stack height measurement is necessary. A certificate of compliance is required for special emphasis material. Configuration control must be maintained. Waivers and deviations require review and approval. Mercury and mercury-containing compounds must not be intentionally added or come in direct contact with hardware. Quality assurance requirements include maintaining a quality system in accordance with ISO **** or an acceptable alternate. Government quality assurance may be performed at source. Contractor inspection records must be maintained. Subcontractor inspection requirements are also detailed.
