This is a non-personal services contract to provide a full meal support system for cadets and cadre participating in the Army Junior Cadet Leadership Challenge (JCLC) at Camp Dodge Joint Maneuver Training Center (JMTC) in Johnston, Iowa, from May 19 to May 23, 2025. The government will not supervise the contract service providers. The contractor is responsible for all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other miscellaneous items necessary to perform the meal support system. The contract period is May ****, 2025. The contractor must develop and maintain a quality control plan, and the government will evaluate performance according to a quality assurance surveillance plan. The contractor must be available to conduct business meal service between 6:30 AM and 6:00 PM, excluding federal holidays and government facility closures. The place of performance is the contractor's normal place of business, but food will be transported to the dining facility inside barracks building 53. The government will provide a serving area inside barracks building 53. A menu, similar to the sample menu provided, must be coordinated with the government point of contact (POC) upon contract award and finalized within 10 days. Any changes to the menu after that point must be agreed upon prior to execution. The contractor must provide a minimum of two serving lines for each meal. Meals must be ready to serve 15 minutes prior to the serving time and kept hot until served. The contractor's personnel must meet board of health standards and food handling requirements, and be aware of safety regulations. All contract personnel must identify themselves as such to avoid creating an impression that they are government officials. The contractor must notify the contracting officer immediately if an organizational conflict of interest (OCI) arises. The government will provide the POC upon contract award.
