The National Institute of Standards and Technology (NIST) is seeking vendors for an oscilloscope with a minimum 5 GHz bandwidth. US citizens are required for onsite visits. Foreign nationals require pre-registration 30 days prior. Vendor representatives must be onsite for more than three days. Delivery shall be completed by a date to be specified. Direct delivery to a specific building is required. The government will not pay for information received. Responses must be five pages or less and include company profile, product specifications, lead time, small business status, and other relevant information. This is a Request for Information (RFI) for a demonstration event for Counter Small Unmanned Aircraft Systems (CSUAS) Soldier Common Systems. Interested vendors must submit a white paper addressing capabilities, potential materiel services solutions, and a point of contact for the US government. The white paper must address technical requirements (TRL 7 or higher), schedule, production, past experience, data rights, and other relevant information. A quad chart is also required. Submission of **** and over-the-air RF measurements is required by June 25, 2025, and white papers and quad charts are due by July 8, 2025. The US government will not provide funding for industry participation in the demonstration event. Selected vendors will be notified by August 8, 2025. The government reserves the right to use the information for any legal purpose.

Proposals will be received through the state of Hawaii eprocurement system hiepro until 4:30 p. m. , Hawaii standard time HST on July 24, 2025. Offerors must be registered on hiepro. Questions must be submitted in writing by July 3, 2025. Evaluation of proposals will take place from July 25 through August 1, 2025. A mandatory . 75 transaction fee, not to exceed $5,000 for the total contract term, payable to Tyler Hawaii, is applicable. Offerors are responsible for ensuring all necessary files are attached to their offer prior to the proposal deadline. The contract will commence on May 1, 2026, and end on April 30, 2029. Offerors must comply with Hawaii administrative rules and revised statutes. Additional documents required: Appendix E (signed), certificate of vendor compliance, and certificate of insurance. The Aberdeen Test Center (ATC) requires two AVL Fueltron fuel consumption measurement systems for testing aircraft prime movers and components, and conventional and hybrid vehicles. A sole source letter was provided by the OEM, indicating no competitive offers are expected. The existing AVL systems at ATC are from the same developer, and additional benefits such as personnel training and ancillary item compatibility were considered. ATC will continue to research future fuel measurement systems as data requirements evolve.
