Inquiries should be submitted via email only to the Airport Manager. The City reserves the right to waive informalities, reject any or all responses, and award the contract in its best interest.
The bid opening date, which is the deadline for proposal submission, is April 21, 2026, at 2:00 p. m. city time. The contract commencement is expected to lead to the café opening no later than 45 days after contract execution.
The vendor will pay a set lease rate to be determined in contract negotiations. The contract details payment for contractor services, which will be based on billings supported by itemized documentation, and compensation will be no more often than monthly.
The award shall be made in the best interest of the airport, taking into consideration not only the proposed commission rate, but also the ability to offer quality food service, creative marketing and promotional ideas, and financial sustainability. The evaluation criteria are: financial sustainability (30 points), quality of offered menu (30 points), marketing and promotional plan (20 points), and references and experience (20 points).

A letter of reference from the proposer's principal bank may also be required.
The notice mentions that failure to provide required information may lead to the proposal being evaluated without the missing information or rejection. It also states that direct or indirect contact for the purpose of influencing the selection process may result in disqualification.
There will be no pre-submittal meeting held for this RFP, indicating that a formal site visit is not a mandatory part of the process.
The notice does not mention any requirement for sample submissions.
