Proposals must be received on or before 4:00 PM on October 10, 2025.

Payments will be made to the contractor upon receipt of original invoices with original signatures and dates and detailed supporting documentation of the amount to be paid.

Vendors must include at least a three 3 year support term for all hardware and software solutions quoted in their proposals. This includes technical support, warranty facilitation, hardware replacement as applicable, and software update/patch guidance as applicable.

DSR will use the criteria outlined in the evaluation procedures to evaluate and compare proposals submitted. The order in which they appear is not intended to indicate their relative importance. DSR shall not be obligated to accept the lowest-priced proposal, but shall make an award to the most responsible and responsive proposer whose proposal is most advantageous to and best serves the needs of DSR and the Navajo Nation, taking into consideration price and the evaluation factors set forth.

Respondents must have the capabilities listed in the RFP and provide detailed information about their experience and expertise in meeting the requirements. NDCFS prefers GSA-qualified vendors who can offer GSA schedule pricing. GSA pricing is not required if pricing beats GSA schedule pricing, or the products are not on the GSA schedule.

All items are to be delivered within 30 days after vendor receipt of purchase order.

Payment will be made in accordance with terms of payment in the minimum specifications. District personnel may choose to use a Visa purchasing card and epayables process for invoice payments in place of a check. Payment is normally processed approximately thirty 30 days from final approvals of receipts and verified invoices.

The bidder expressly warrants all articles, material, and work offered shall conform to each and every specification, drawing, sample, or other description. The warranty period is one year, unless otherwise stated, from the date of acceptance of the items delivered and installed or work completed.

The following information will be considered in determining the lowest responsible bidder: overall quality, conformity with specifications, purposes for which materials or services are required, delivery dates and time required for delivery, unit acquisition cost, financial ability to meet the contract, previous performance, facilities and equipment, availability of repair parts, experience, delivery promise, terms of payments, compatibility as required, other costs, and other objective and accountable factors which are reasonable.

Bids will be accepted only from firms engaged on a full-time basis in the metal detector business and must be the manufacturer or the manufacturer's authorized sales dealer.

Failure to fulfill contractual obligations shall be considered just cause for termination of the contract, and the contractor is not entitled to recover any costs incurred up to the date of termination.

Bidders will not be required to furnish samples at the time of bid opening, unless specifically called for. The board reserves the right to request samples after bid opening to assist in the evaluation of proposals submitted.

Any protest to the board's consideration of any bid must be submitted in writing and received by the purchasing director no later than five 5 calendar days after awarding date of the bid.
