The BPA holder shall complete sample analysis and deliver analysis reports not later than the fifth business day following the receipt of samples. Rush results shall be made available within two business days.

The government will award a contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price, technical and past performance considered.

The BPA holder's laboratory shall be accredited in accordance with ISO/IEC **** for all tests performed and shall currently participate in an ASTM oil proficiency testing program, achieving not less than 90% conformance in the last year.

The government technical POC will ship oil samples to the BPA holder for analysis. The BPA holder shall provide sample containers and labels.

Offerors are requested to submit all questions by July 22, 2026.

Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform (IPP) system. Payment request means any request for contract financing payment or invoice payment by the contractor.

The government will evaluate quotes using the lowest-priced technically acceptable (LPTA) process. One firm-fixed price award will be made to the responsible offeror whose quotation is the lowest-priced and is determined to be technically acceptable.

Offerors must be responsible sources and their quotation must meet all minimum technical requirements to be considered for award. Technical acceptability includes evaluation of conformance to SOW, ability to perform, and past performance.

Unsanctioned, negligent, or willful inappropriate action on the part of the contractor or its employees may result in termination of the contract or removal of some contractor employees from reclamation facilities at no cost to the government.

Quotations shall be evaluated in an impartial manner and consideration given to those with the highest perceived value to the government.

To be considered for award your company must obtain a unique entity identifier UEI. Your company must also be registered in the System for Award Management SAM and be considered a small business for the size standard associated with the NAICS code found in block 10 on page one 1 of this solicitation, and this registration must be active in SAM at the time of quote proposal close date time as well as, at the time of award and throughout the entire award contract performance.
