The target period of performance is 120 calendar days from the date of the purchase order award. The initial appraisal target date is 165 calendar days from the date of award. Earlier delivery is preferable.

Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform (IPP). Invoices will be paid upon approval and acceptance by the Government COR.

Award will be made on a best value/trade-off basis considering technical qualifications, past performance, and price. Technical qualifications and past performance, when combined, are more important than cost or price.

The appraiser must hold a valid license as a certified general appraiser and have experience and geographic competency in appraising properties similar to the subjects and experience with USPAP requirements.

The appraiser must personally inspect the subject property and verify all market data utilized in the subject value conclusions unless the AVSO review appraiser has approved other conditions in writing.

The target period of performance is 205 calendar days from the date of the purchase order award. The initial appraisal target date is 160 calendar days from the date of award. Earlier delivery is preferable.

Payment will be made by the government. Invoices must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform (IPP). Payment requests must comply with the applicable prompt payment clause. The final invoice/request for payment is not to be submitted until the AVSO review appraiser is in receipt of the final copy of the appraisal report and has notified the appraiser that the contract is complete.

Award will be made on a best value/trade-off basis, considering technical qualifications, past performance, and price. Technical qualifications and past performance combined are more important than cost or price.

Offerors must hold a current, valid certified general appraiser license in one state. Experience in appraising vacant and improved agricultural use tracts and improved rural residential tracts similar to the subject tracts within the general market area is required. Experience appraising land under USPAP guidelines is also required.

The appraiser must personally inspect the subject property and verify all market data utilized in the value conclusions of the subject property unless the AVSO review appraiser has approved other conditions in writing. Requests for retrospective opinions of value do not require a personal inspection of the subject property.
