All onsite work must be completed before 01 June 2025.

The tribe will evaluate submissions based on on-time and complete submission, license requirements, projected completion date, previous performance, statement of qualifications, current and pending workload, and pricing versus the market. he tribe will conduct a comprehensive, fair, and impartial evaluation of all documents received in response to this solicitation.

Bidders must be registered vendors, hold current certified licenses relevant to the services, have a minimum of two years of experience, and maintain a fully equipped organization capable of performing the work. be a registered vendor with the tribe. be the prime contractor and may only subcontract out work or partner with another firm if explicitly authorized in writing by the tribe.

Failure to attend the mandatory pre-bid conference, arriving more than 10 minutes late to the pre-bid conference, not disclosing subcontractors, or violating the cone of silence may lead to disqualification. prospective bidders who arrive more than ten 10 minutes late shall be disqualified and shall not be permitted to signin and attend the prebid conference.

The contractor will be required to complete the work within 90 calendar days after issuance of NTP.

The contractor must be regularly engaged in siding and window installation, be licensed by the North Carolina Licensing Board for General Contractors, and demonstrate capability in coastal hurricane resistant construction practices.

The estimated construction cost of this project is between $250,000 to $500,000.

All glass removal and installation shall be completed within 60 days after glass panels are produced and received by the contractor. The entire contract will be 180 days from contract award.

Payment will be made in arrears after completion and acceptance of all services. The contractor shall be paid monthly upon submission of proper invoices for work completed.

The contractor warrants and implies that the items delivered hereunder are merchantable and fit for use for the particular purpose described in this contract.

All contractor and subcontractor employees working on the project shall have passed a local sheriff/police department, fingerprinting and background check prior to working at the Lee County Health Care Clinic.

If the appropriate correction is not made within the timeframe specified, the government shall have the right to terminate the contract in its entirety.

A site visit will be made available for all those who want to attend and is greatly encouraged prior to submitting a quote. The site visit will be conducted on the 22nd of June 2026 at 9am at the Department of Veterans Affairs, Lee County Health Clinic LCHC.

The contractor shall be responsible for providing a **** glass panel product sample for color acceptance and glass panel construction acceptance.

Violations of VA regulations may result in citation answerable in the United States federal district court. If the contractor fails to comply with any contract terms and conditions, or fails to provide the government, upon request, with adequate assurances of future performance, the government may terminate the contract for cause.
