This is an Invitation for Bids (IFB) for the purchase and delivery of groceries and meats for the Department of Human Services in the St. Croix District. Bids are due by July 30, 2026. The contract period is from execution to September 1, 2027, with an option to renew for one additional year. Deliveries are to be made within 20 calendar days of receiving a purchase order. The award will be made to the lowest responsive, responsible bidder. Mandatory documents include a current Virgin Islands Business License, Certificate of Good Standing, proof of current SAM. gov registration, and a non-collusion affidavit. Samples may be required within 10 calendar days of bid opening at the bidder's expense. Inspection of deliveries is mandatory.
Deliveries shall be made within twenty 20 calendar days, unless otherwise requested by the department, after receipt of an official purchase order. The final date for delivery under this contract will be September 1, 2027.
Prompt payment discounts shall not be considered in the evaluation of bids. Any discount offered will form part of the award, and will be taken by the user agency and the department of finance if payment is made within the discount period specified.
Award will be made to the lowest responsive, responsible bidder.
Prospective bidders will be required to furnish: organization and personnel (e. g. , number of employees), listing of project experience within the last 2 years, 2 minimum reference letters, current Virgin Islands Business License, Certificate of Good Standing dated July 1, 2026 or later, corporate resolution, articles of incorporation/organization/partnership formation (if applicable), trade name certificate (if applicable), non-collusion affidavit, proof of current SAM. gov registration, and current certificate of government insurance (if applicable).
If the contractor fails to make delivery of the merchandise within the time specified, or fails to effect delivery, the department may purchase same in the open market. Any excess cost over the original contract price shall be charged against the contractor.
For evaluating purposes, when further clarification of the items offered is needed, the bidder will be requested and is required to submit samples to the department of property and procurement, division of procurement, within then 10 calendar days subsequent to the opening of the bid, at his own expense.
Failure to comply with all the requirements as outlined shall disqualify the bidder.
