Worwic Community College is seeking proposals for digital advertising services to support student recruitment, retention, and community engagement. The selected firm will be responsible for planning, developing, implementing, managing, and optimizing paid digital campaigns. Key objectives include increasing awareness, supporting enrollment growth, promoting key college events, generating qualified inquiries, re-engaging students, and strengthening the college's regional brand. The scope of services includes strategy development, campaign creation and implementation (paid search, social media, display, retargeting), audience targeting, campaign management and optimization, conversion tracking, and reporting. The vendor must ensure all advertising and landing pages meet WCAG 2. 1 AA accessibility standards. The initial contract term is one year, with options for four additional one-year renewals. Proposals are due by 2:00 PM local time on April 17, 2026. Questions regarding the RFP must be submitted by March 26, 2026. The college reserves the right to accept or reject any or all proposals.

The bid notice states that invoices are paid net 30, and payment will be made upon receipt and acceptance of completed work. Progress payments and payment schedules will be negotiated with the successful firm.
The offeror expressly warrants that all articles, material, and work offered shall conform to each and every specification, drawing, sample, or other description furnished or adopted by the college and that they will be fit and sufficient for the purpose intended, merchantable, of good material and workmanship, and free from defect. This warranty shall survive a contract and shall not be deemed waived either by the college's acceptance of said materials or goods, in whole or in part, or by payment for them, in whole or in part. The offeror further warrants all articles, material, and work performed for a period of one year, unless otherwise stated, from the date of acceptance of the items delivered and installed, or work completed. All repairs, replacements, or adjustments during the warranty period shall be at the offeror's sole expense.
Proposals shall be evaluated on company background and experience, technical capability, qualifications of the staff, references, case studies, adequacy of personnel, timely completion of past projects, and effectiveness of outcomes (70%), and price (30%).
The vendor should demonstrate expertise in geotargeted campaigns within a defined service area, strong analytics and reporting, and preference will be given to those with experience working with community colleges, higher education institutions, or local community organizations within Worwic's service area.
The bid notice mentions that failure of the contractor to meet any deadline is grounds for termination by default, and the college reserves the right to assess liquidated damages and/or make an open market purchase. Nonperformance of work may be grounds for the firm's termination from the contract.
