The City of Rochester is seeking bids for the lease of refuse compactors and related equipment, including installation and maintenance. Bids are requested for new, less than 5 years old, and less than 10 years old compactors. The contract period is from award date to September 30, 2028, with potential for a one-year extension. Delivery is required within 30 days of purchase order receipt. Bidders must meet specific qualifications regarding manufacturing, operation, and service capabilities. The award will be based on the lowest best value offer, with a potential 5% price advantage for MWBE bidders. Maintenance and guarantees are required for the life of the contract, with a response time of no more than 8 hours for service calls. Insurance requirements are detailed. Bids must be submitted electronically through BidNet or in hard copy by July 9, 2026, 11:00 AM EST. A pre-bid conference is scheduled for July 1, 2026, 11:00 AM EST via Zoom.
The City of Rochester requires delivery of this equipment as soon as possible, but not later than thirty (30) calendar days from the date of receipt of the purchase order. Installation will be required within 5 working days of the removal of any existing equipment.
Prompt payment discounts allowing less than thirty (30) days for discount to apply shall not be considered as a cost factor in the evaluation of bids. Time will be computed from the date of receipt of correct invoice or receipt and acceptance of shipment, whichever is later.
The contractor shall unconditionally guarantee the materials and workmanship of all products furnished and/or services provided for a period of at least one (1) year from the date of acceptance of the products delivered, installed, and accepted by the City.
The City intends to award a contract to the responsive and responsible bidders whose bid is the lowest best value offer to the City on the basis of group 1. For MWBE bidders, a five percent (5%) price advantage will be applied.
Bidders must demonstrate that the manufacturer has a factory adequate for and actively engaged in the manufacture of the equipment, has at least fifty (50) similar units in satisfactory operation for at least two (2) years, and has or will have a service station within a five (5) mile radius of Rochester.
If the contractor delays installation by more than 24 hours after a schedule has been set and agreed to, the contractor will pay for all costs pertaining to the collection and disposal of refuse until the new equipment is installed and operational.
Samples may be required upon request. Bidders whose samples are retained may remove them after delivery is accepted. Bidders not awarded a bid must remove their samples as soon as possible after award.
No proposal will be accepted from or contract awarded to any person, firm or corporation that has failed to perform faithfully any previous contract with the City. Bidders must also certify they are not engaged in investment activities in Iran.
