This notice outlines the requirements for the procurement of underwater sound equipment. Offerors must have a valid US security clearance of classified or higher. The procurement requires engineering source approval, government source inspection and acceptance, and adherence to specific
quality standards (ISO ****). The material must be mercury-free. All contractual documents are considered issued when deposited in the mail, transmitted by facsimile, or sent electronically. The resultant award will be issued bilaterally, requiring the contractor's written acceptance prior to execution. The only authorized submission method is via email. Additional documents, drawings, and publications are listed under drawing number and must be retained until an award is made. Document references must be obtained by the contractor. The text of the contract purchase order takes precedence in case of conflicts with references or drawings. Previous delivery of similar items does not automatically qualify a supplier. Prospective contractors must be qualified by the engineering activity before submitting an offer. If not solicited, contractors must provide proof of prior approval or data showing satisfactory production for the government or a commercial source. The panel, sonar gtc, must meet the design, manufacture, and performance requirements specified on drawing 7067132. The item shall be physically identified in accordance with mil std 129. Configuration control is in accordance with mil std 973. All engineering change proposals, deviations, and waivers must be submitted to the contracting officer. The material supplied must contain no metallic mercury. The contractor is responsible for all inspection requirements unless otherwise specified. The supplier shall provide and maintain a
quality system acceptable to the government, in accordance with ISO ****. Records of all inspection work must be kept complete and available to the government during the performance of the contract and for a period of four years after final delivery of supplies. Preservation, packaging, packing, and marking shall be in accordance with the contract purchase order schedule and as specified below. Mil std **** packaging applies. On pre-award actions, such requests must be submitted to the PCO for certification of need. Noforn military specifications and standards, including amendments, change notices, and supplements, but not interim changes, are to be ordered from the contracting officer. Nuclear reactor publications and technical manuals are to be ordered from specific points. Interim changes and classified specifications are obtained by submitting a request on DD Form **** to NAVICP Mech.
