The work is to be completed no later than 2 years from the notice to proceed, with substantial completion required within 730 calendar days (2 years) after the project starting day.
Progress payments will be made within 30 calendar days from the date of City approval of the contractor-submitted pay request. The City will retain 5% of the estimated value of work done and 50% of the value of materials furnished and unused until final completion and acceptance.
The contractor shall guarantee all work under this contract against defects of material and workmanship for a minimum of one year (12 calendar months) from the date of the certificate of final acceptance.
The award of the contract, if it be awarded, shall be made to the responsive, responsible bidder meeting the specifications and requirements of the bid, having the lowest bid and satisfactory qualifications and performance record as determined by the City contract representative.
The contractor shall possess a Class A, General Engineering Contractor, license. Bidders must also be registered with the Public Works Contractor Registration Program. The City will evaluate bidders' performance on previous projects.
Liquidated damages may be assessed at **** per day for each calendar day the work remains incomplete after the scheduled completion date. Penalties also apply for violations related to alien labor, hours of labor, and failure to pay prevailing wages.
The bidder must examine carefully the site of the work contemplated. A mandatory pre-bid meeting is also mentioned, and bidders may be added to the plan holders list at this meeting.
Inquiries regarding the plans, specifications, or estimate must be communicated as a bidder inquiry in writing by 5:00 pm on Friday, June 5th, 2026. Any such inquiries or questions submitted after this deadline will not be responded to and will not be grounds for a bid protest.
Any bid may be rejected by the City if they show any alterations of form, additions not called for, conditional or alternative bids, incomplete bids, erasures or irregularities of any kind. Failure to execute a contract and file acceptable bonds within ten working days after notice of award may result in annulment of the award and forfeiture of the proposal guarantee.
The engineer's opinion of probable construction cost is $300,000.
