The contract term is from the date of award through June 30, 2027, with options to extend for up to three additional one-year periods. The term of the initial contract shall be from the date of contract award through June 30, 2027.

Bid closing date is Monday, August 10, 2026, at 11:00 a. m. Sealed bids must be submitted in hard copy to the office of the director of purchasing prior to this time.

The city will make payment within thirty days of receipt of a properly executed invoice. The city will retain the final trip payment until all contractual requirements have been met.

The city intends to award a contract to the responsive and responsible bidder whose bid is the lowest best value offer to the city on a route-by-route basis.

Contractors must be competent and responsive, supply suitable, well-maintained vehicles in excellent operating condition, and have operators. Bidders with less than five years of snowplowing experience must attend the pre-bid conference.

Penalties may include fines, loss of payment for a run, forfeiture of bid or performance security, cancellation of contract, and default of contract. For example, failure to start a run at the designated time may result in a $500 fine and no payment for the route.

A pre-bid conference will be held on Monday, August 3, 2026, at 11:00 a. m. via Zoom. Bidders are urged to attend.

A bidder who fails to make submissions as required or fails to comply with any other bid specification may be declared ineligible to bid on other snowplowing rebid offerings for the current plow season.

A bidder may be disqualified for past poor performance, financial instability, employing individuals with a history of failing to provide timely service, proposing equipment with a history of failure, or violating federal, state, or local laws.

Sealed bids must be submitted by Wednesday, July 8, 2026, at 11:00 a. m. The snowplow season runs from October 15 to April 15.

Payment will be made within thirty days of receipt of a properly executed invoice. The city guarantees a minimum payment of $10,000 per route, less any penalties. The city will retain payment for the last trip until all contract requirements are met.

All equipment intended for use in snowplowing city sidewalks will be subject to passing a minimum of two inspections administered by the city. These inspections are mandatory.

If a penalty is imposed, the contractor may appeal by presenting additional facts to the commissioner in writing within five days of the penalty notification.
