Snowplow Operator Government Bids & RFPs

The solicitation is for snow removal services at the Jonathan M. Wainwright Memorial Walla Walla VAMC, with a base year and one option year. The offeror must submit parts 1-3, including an executed quote (****), price, and technical approach. A site visit is scheduled for October 16, 2025, at 10:00 AM PT, and attendance is mandatory. Questions are accepted until October 17, 2025, at 5:00 PM PT via email. The government will evaluate offers based on technical capability, past performance, and price.

Proposals will be received by the Ottawa County Road Commission (OCRC) at its offices until Friday, August 15, 2025, at 9:00 AM. The bid document is available online at www. ***. *. * bid must be submitted on the form supplied by the road commission in a sealed envelope. The commission reserves the right to reject any and all bids. If there are questions about the specifications or bid process, please call Ken Hildebrand, Operations Superintendent, at 616-850-7223. The contract may be extended for three one-year extensions by mutual agreement. Requests for extension must be made by the contractor in writing to Ken Hildebrand between April 1 and July 1. Operators of OCRC equipment must have a valid Commercial Driver's License (CDL) with a minimum class A or class B. A Michigan Department of Transportation (MDOT) medical examiner's certificate is also required. Background checks, felony convictions, and motor vehicle records checks are required. Insurance requirements are outlined in the terms and conditions. Six units are anticipated to be required. OCRC may contract with one or more contractors. If at any time the contractor submits different employees for work, the contractor shall provide the same background, motor vehicle record, and reference checks. Contractor units shall be operated under the direction and supervision of the OCRC at all times. OCRC will provide initial training to contractor drivers at the onset of the winter season. Paid hours of work shall commence when the operator reports to the OCRC district supervisor and shall extend to the time the operator has been released. Daily time sheets must be completed and given to the OCRC supervisor upon completion of each shift. Invoices will be processed for payment within thirty (30) days after receipt and authorization of invoice. The contract will be awarded to the responsible contractor whose proposal, conforming to this solicitation, will be most advantageous to the OCRC. Notification of award will be in writing by the OCRC operations superintendent. Work shall not be started until such purchase order is received by the contractor. The OCRC is exempt from all federal excise tax and state sales and use taxes. Contractor must submit an invoice at minimum monthly unless otherwise specified in bid proposal document. Payment will be made monthly in the next payment cycle following receipt and approval of the contractor's invoice. The OCRC reserves the right to increase or decrease services or requirements, or make any changes necessary at any time during the term of this contract. The contractor shall not be allowed to work as a contractor or subcontractor on any project within the scope of this contract that constitutes a conflict of interest. Either party's failure to insist on strict performance of any term or condition of the contract shall not be deemed a waiver of that term or condition. Contractor shall furnish certificates of the following coverage to the OCRC. All plans, drawings, and specifications provided to the OCRC under this agreement shall become property of the OCRC and shall be deemed public records as required by Michigan law. The OCRC shall be entitled to use such documents for its own municipal purposes only.
