The City of Rochester is seeking contractors for arterial sidewalk snowplowing services for the **** season. Bids are due July 8, 2026. Contractors must supply well-maintained vehicles and operators. Sealed bids must be submitted in hard copy to the office of the director of purchasing, City Hall Room 105A, Rochester, NY ****, prior to the closing date and time, which is Wednesday, July 8, 2026, at 11:00 a. m.
The city will make payment within thirty days of receipt of a properly executed invoice. A minimum payment of $5,000 per route is guaranteed, less any penalties.
The city intends to award a contract to the responsive and responsible bidder whose bid is the lowest best value offer to the city on a route-by-route basis. MWBE bidders may receive a 5% price advantage.
Contractors must be competent and responsive, supply suitable, well-maintained vehicles in excellent operating condition with an operator, and have at least five years of snowplowing experience to attend the pre-bid conference.
Penalties for non-performance can include fines, loss of payment for a run, cancellation of the contract for a route, forfeiture of bid or performance security, and default of contract.
A pre-bid conference will be held on Tuesday, June 30, 2026, at 11:00 a. m. via Zoom. Bidders are strongly urged to attend, and those with less than five years of snowplowing experience must attend.
No samples are required for this bid.
A bidder may be disqualified for past poor performance, financial instability, employing individuals with a history of failing to provide timely service, proposing equipment with a history of failure, or violating federal, state, or local laws.
