Airport Advertising Government Bids & RFPs

The bid due date is July 22, 2026, at 8:00 PM.

A site tour will follow the pre-proposal conference. with a site tour following.

Proposals will be received until 2:00 p. m. local time on Wednesday, July 29, 2026. Any proposal received after the time and date specified will not be considered.

A proposal may be withdrawn at any time prior to the date specified as the closing date for acceptance; however, no proposer may withdraw or cancel a proposal for a period of 90 days following the closing date for acceptance.

Proposals will be judged upon the proposer's ability to provide services which meet the requirements set forth in the accompanying documents. Evaluation criteria include: format, relevant experience, industry-related successes, related projects, consultant qualification responses, proposed fees, and submittals.

The proposer must have demonstrative experience in airport-specific marketing, supplemented by ample long-term projects. Experience relevant to the airline, fixed base operator, or the aviation industry is preferred. They must also have, or will have, and will maintain, sufficiently trained and qualified personnel.

Broome County reserves the right to cancel the contract if the bidder fails to fully comply with all insurance requirements at any time, or fails to take adequate corrective action within fifteen (15) days after receiving notice of default.

Site visits by the evaluators may be conducted if deemed necessary by the county.

Any inquiries or requests for clarification regarding this RFP must be received by 4:00 p. m. local time Monday, July 13th, 2026.

Proposers shall not contact any other county officials other than those referenced in this RFP or in accordance with the procedure outlined herein. Any proposer that violates the foregoing provision may be disqualified from consideration.

Proposals must be received no later than August 18, 2026, at 1:00 PM Mountain Time. New equipment installation is scheduled to be completed on or before March 1, 2027.

All payments to YVRA shall be calculated and made monthly. A minimum annual guarantee (MAG) of $62,000 per year, increasing 3% annually, is required. Proposers must also propose a percentage of gross advertising revenues to be paid to the county in excess of the MAG.

Proposers must be professional, qualified, and experienced firms. They must demonstrate qualifications to perform the work, including financial data, previous experience, and authority to conduct business in the state. A minimum of three company references and three project manager references from similar projects are required.

Protests must be submitted in writing and received by the county representative on the earliest of seven 7 working days after the aggrieved person knows or should have known of the facts giving rise thereto or ten 10 days after award. Protests based upon restrictive specifications or alleged improprieties must be filed no later than three 3 days prior to proposal opening or the closing date for receipt of initial proposal responses.

Any contact initiated by any proposer with any county representative, other than the designated representative, concerning this RFP is prohibited and may cause disqualification. Late proposal responses will not be accepted.
