All services must commence within seven (7) calendar days of receipt of purchase order or notice to proceed and must be completed within sixty (60) calendar days.

Submissions will be evaluated based on on-time and complete submission, license requirements, projected completion date, lead time, previous performance, statement of qualifications, current and pending workload, and pricing versus the market.

Bidders must be normally engaged in performing the type of work specified, have adequate organizational resources, facilities, equipment, and personnel, possess an existing active funded service agreement with the tribe's housing department, hold a current certified license, have a minimum of two years of experience, and maintain adequate insurance.

A mandatory pre-bid conference is scheduled for July 17, 2026, at 10:00 AM at **** Billy Osceola Ave, Hollywood, FL **** must stay for the duration.

Questions must be submitted by July 23, 2026, at 5:00 PM via bidnet direct.

Failure to comply with submission instructions, including electronic submission requirements and timely submission of questions, may result in disqualification. Violating the cone of silence may also lead to rejection.

Quotations are due by July 10, 2026, at 11:00 AM local time Tirana. No quotations will be accepted after this time.

Payment requests may be made no more frequently than monthly. Payment requests shall cover the value of labor and materials completed and in place. The 14-day period for prompt payment is changed to 30 days.

Contractors must be able to provide written warranty for work in their submitted quote. Special warranties are subject to stipulations set forth in FAR ****, Warranty of Construction.

Award will be made to the lowest priced, acceptable, responsible quoter.

Offerors must be technically qualified and financially responsible, able to understand English, have an established business or plans to establish one in Albania, be registered in SAM, demonstrate prior construction experience, have necessary personnel and resources, possess required licenses and permits, meet insurance requirements, be able to post adequate performance security, have no adverse criminal record, and no political or business affiliation contrary to U. S. interests.

If the contractor fails to complete the work within the time specified, the contractor shall pay liquidated damages to the government in the amount of $750 for each calendar day of delay.

A site visit will be held on July 1, 2026, at 9:30 AM local time at Rilindja Ridge Residences, Rruga Haki Shehu, Tirana, Albania. Please send an email to ***@***. *. * with names of participants not later than June 30, 2026, at 11:00 AM to secure access.

The contract completion time is 180 days after notice to proceed, to include inspection and punch lists.

The material and workmanship for shower plumbing fixtures shall have a 1-year warranty. Contractor workmanship letter of warranty up to one year is required for closeout documentation.

Contractors must be registered in SAM. gov. Employees must possess required licenses for operating heavy equipment and welding licenses. Valid certificates for asbestos and lead work are required if applicable.

The contractor is subject to all citations and penalties for violation of applicable workplace safety laws. The KO may notify the contractor of hazards and require abatement or mitigation action.

A pre-bid meeting and site visit is scheduled for July 8, 2026, at 9:30 am AST. While not mandatory, the scheduled site visit is critical for mitigating potential risks.

Failure to comply with security forces policies and procedures for entry may result in contractors not being compensated. Violations of trafficking in persons policy may lead to removal from the contract, reduction in benefits, or termination of employment.

The government's target price range for this project is between $100,000 and $250,000.
