Bidders must register and submit complete bids through hiepro (Hawaii eprocurement system). The solicitation plans, specifications, proposal, and additional documents are available in hiepro. The offer due date is October 20, 2025, at 2:00 PM, HST. Additional support documents designated as confidential and/or proprietary should be uploaded as a separate file. Bidders must possess a valid State of Hawaii general contractor's license. Requests for information (RFIs) and substitution requests must be submitted in hiepro no later than October 6, 2025, at 2:00 PM, HST. The scope of work consists of repairing spalls and delaminations on the substructure at
Pier 33 at Honolulu Harbor, Oahu, Hawaii. The estimated cost of construction is between 100,000 and 200,000. The award will be made to the lowest responsible bidder within 120 days after bid opening. The contractor shall coordinate its work so as to minimize interference with the
pier operations. Weekend and night work may be required. The contractor shall provide, erect and maintain warning signs, lights, barricades, fences, watchmen and/or other means as necessary to prevent unauthorized persons from wandering onto the job site. The contractor shall comply with the Hawaii one call law, HRS section 269e4. The contractor must follow standard best management practices for air pollution, water pollution, noise and solid waste control. The contractor will require permits for all welding and burning operations. The contractor shall submit for review one copy of the following items in pdf format: best management practices (BMP) plan, health and safety plan, site preparation and spall
repairs assessment, concrete repair work. All work shall be in accordance with the following sections of the standard specifications. The contractor shall keep one set of drawings at the jobsite and make all field changes thereon. After completion of the project, a pdf format digital file marked up with all the field changes shall be submitted to the construction engineer. The contractor shall submit required documentation of all contractor and subcontractors employees, their representatives, suppliers, manufacturers, and alike, and of all necessary vehicles needing access to the project site. All contractors and subcontractors employees, their representatives, suppliers, manufacturers, and authorized personnel needing access to the project site shall wear their photo ID card at all times. Contractors vehicles must be identified with a company logo and will be subject to search. All work for this project shall be completed within the specified time period as listed on page p1 of the proposal. Liquidated damages: one hundred fifty dollars (****) for each and every calendar day which the contractor has delayed the completion of this project. Bidders shall submit and upload the complete proposal to hiepro prior to the bid opening date and time. Failure to upload the complete proposal to hiepro shall be grounds for rejection of the bid. The bid shall include all federal, state, county and other applicable taxes and fees. The total amount for comparison of bids shall be used to determine the lowest responsible bidder. Bidders shall complete all unit prices and amounts. If a discrepancy occurs between unit bid price and the bid price, the unit bid price shall govern. If the lowest total amount for comparison of bids exceeds the funds available for this project, the state reserves the right to negotiate with the lowest responsible bidder to reduce the scope of work and award a contract. Submission of proposal is a warranty that the bidder has made an examination of the project site and is fully aware of all conditions to be encountered in performing the work and the requirements of the plans and specifications. No additional compensation will be paid by the state for losses, including overhead and profit, resulting from reduced scope of work.
